Program / Department Summary:

The SUN (Stabilization in Urban Neighbourhoods) program is a 32-month initiative with the goal to stabilize urban neighbourhoods in Kabul through implementation of a participatory, community-led approach to community development in 7 districts. The program will work to increase social cohesion in Kabul, specifically through targeting the participation of young people in decision-making and through supporting community-driven socio-economic development. Forming Local Action Groups (LAG), local volunteer committees in collaboration with community members will identify local development priorities and support implementation of local projects such as renovation of community spaces, supporting local business which benefit the community, as well as basic services infrastructure in line with existing governmental plans. Making use of a new tech platform, SUN will be a fast moving, high-impact program reaching youth in Kabul in new and innovative ways working on peaceful social development and opening up future prospects for youth of the country.

Job Description:

GENERAL POSITION SUMMARY:

The Site Engineer will support the Senior Engineer in all related Engineering and infrastructure aspects of the projects in the assigned targeted areas including new construction and rehabilitation of concrete and steel structure including bridges, urban road construction (asphalt and concrete), piping and sanitary drainage construction and water pump stations. Assignment shall include inspection and testing for each material and type of construction and regular communications with multiple contractors.

ESSENTIAL JOB FUNCTIONS:

  • Under supervision of the Senior Engineer, the Site Engineer will work together with the local Mercy Corps project teams to ensure that all infrastructure projects are implemented in the selected communities.
  • Site Engineer should have an understanding of design documents relating to hydraulics, structures and mechanical systems.
  •  Site Engineer should have knowledge of design and operations of community water systems, Road Projects and structural Projects including piping, pumps, and controls, storage reservoirs, treatment and well operation, design of road layers, sidewalks, etc.
  • Site Engineer should have knowledge of all applicable local codes and regulations governing the design, tendering, and construction and commissioning of water distribution, drainage and road/bridge construction.
  • He/she is responsible to support selection of projects, conducting feasibility studies, providing input into design, cost estimation, preparing work plans and implementation of the infrastructure projects.
  • Conduct daily or frequent site visits during the construction to determine any deviation and challenges, and suggest appropriate solutions.
  • Prepare daily, weekly, monthly field inspection reports and progress reports.
  • Prepare monthly or as necessary progress payment estimates for construction projects.
  • He/she should prepare schedules including construction management activities.
  • He/she should interact with contractors during construction to ensure quality and initiate change order process, if warranted.
  • Provide feedback to the Monitoring and Evaluation system in order to assess the effectiveness of the projects and impact, and propose recommendations for improvements.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its humanitarian/development mission in Afghanistan
  • Work within communities in a manner that ensures safety and minimizes disruption during construction.
  • Maintain a proper filing system as both hard copies and soft copies.
  • Support construction QA/QC process ensuring all technical reviews and testing are conducted according to best practices and MC protocols.
  • Support the Mercy COVID 19 Protection Plan as applicable to the area.
  • Monitor the contractors Health and Safety Plan for compliance and protection of the local populous during construction activities.
  • Other duties assigned by supervisor.

Job Requirements:

KNOWLEDGE AND EXPERIENCE:

  • BSc or Master Degree in civil or other applicable engineering discipline
  • At least 5 years of experience in design and construction of water, drainage and road/bridge design and construction activities
  • Ability to work collaboratively with structural, electrical and mechanical engineers who will support the field inspection.
  • Strong knowledge of the local construction industry
  • Strong knowledge of construction methods
  • Strong knowledge of proper inspection method and procedure for water, drainage and asphalt/concrete road paving
  • Strong knowledge of construction management principles and practice
  • Strong familiarity of local/regional codes and ordinances
  • Strong organizational and communication skills.
  • Ability to interact effectively with international and national personnel.
  • Able to use MS Office, AutoCAD and MS Project software.
  • Demonstrated ability to multi-task and process information into action to avoid delaying program activities.
  • A clear understanding of assets, transport, property ethics and donor compliance is essential.
  • Should have the ability to have frequent travels to all project locations in Kabul
