SUMMARY OF KEY FUNCTIONS

The Admin and Finance Manager (based in Kabul) is accountable for managing the financial and administrative activities of the project. He/she will ensure compliance with USAID rules and regulations and with CARE’s policies and procedures. Additionally, this position will supervise a team that will be responsible for managing the project’s procurement, logistics, IT, compliance and administrative needs.

 

This position will report to the Chief of Party and is subject to project award and funding.

Duties & Responsibilities:

PRIMARY RESPONSIBILITIES

·        Manage all non-technical aspects of the project, including administration, donor compliance, procurement, logistics, IT and finance departments;

·         Directly supervise the Admin and Finance team (5-8 members) based in Kabul;

·        Ensure that the project meets all contractual requirements and complies with applicable rules and regulations of the U.S. Government, USAID, CARE USA, and country office’s policies and procedures;

·        Maintain an up-to-date awareness of operational and security issues in the context of Afghanistan;

·         Serve as the primary liaison for CARE USA on compliance matters;

·         Provides timely and accurate reports on project assets and maintains updated and reliable documentation;

·         Respond to requests from donor and supervisors as needed.

·          Train the project staff in USAID contractual requirements and compliance along with CARE USA, and country office’s policies and procedures.

·         Identify training needs and prepare capacity development initiatives for CARE and partners’ staff.

·         Prepare an operational plan with specific activities, timelines and estimate budget;

·         Support the internal and external audits requirements;

·   Respond to other requests by the Chief of Party as needed.

Job Location:

Qualifications:

·          Undergraduate university degree in a relevant field;

·            At least five years of relevant work experience in finance, contracts, compliance, procurement or logistics, supporting large scale projects;

·            Experience managing multi-million dollar and multi-year USAID-funded projects;

·            Deep familiarity of U.S. Government and USAID rules and regulations, including a strong working knowledge of Federal Acquisition Regulation (FAR); AIDAR, 2 CFR 200, Part E (Cost Principles); 22 CFR 228 (Procurement); and ADS.

·               Work experience supervising teams or other staff;

·            Experience in accounting and budget management software;

·                  Excellent written and verbal skills in Pashto/Dari and English;

·                  Excellent time management skills, including the ability to develop and monitor teamwork, plans, and manage competing priorities to ensure timely completion of tasks;

·            Strong problem solving, analytical and communication skills;

·            Demonstrated honesty, maintaining confidentiality, reliable and trustworthy;

·            Experience of working with an International Non-Government Organisation (INGO), donor agencies, and/or government agency and a willingness to learn about CARE, gender equality and women’s empowerment activities.
