Duties & Responsibilities:
Admin, HR and Finance Officer Role overview
The Admin and Finance Officer is a multi-tasked position. He/She will be responsible for Finance, supervising support staff, managing daily supplies, logistic arrangements for staff.
The Admin and Finance Officer will hold the following specific responsibilities:
Administration/logistic:
Make sure that the vehicles log books are maintained properly for vehicle movements
Make sure that all vehicles licenses are update and process for updating licenses well in advance
Tracking fuel log book for generator and vehicles
Processing of purchase request and maintaining records
Physical verification of fixed assets and inventories and updating the register on monthly basis
Tagging items of fixed assets for new purchases and update register
Act as security contact point and update all staff on security issues
Make sure that visitors’ log book are maintained and recorded
Make sure that all assets are in good condition and maintained properly.
Supervise support staff; drivers, security guards and cleaners and ensure their best performance.
Ensure that the office premises are clean and neat,
Human Resource:
Review attendance sheet on daily basis and make sure that all present staff has registered in attendance
Announce new positions as per approved TORs in job portals as identified in job announcements as well as AMA website.
Make sure that all recruitment processes are properly followed for new recruitments and recorded.
Prepare HR files for new staff and ensuring proper and complete HR files for current staff
Prepare monthly payroll, process its approval and make sure that the salaries are paid within the agreed time line.
Prepare time sheet and pay slips for all staff on monthly basis and process its approval accordingly.
Assist his/her supervisor in conducting annual performance evaluation of staff and maintaining records.
Provide logistical support to relevant staff in organizing meetings/workshops/seminars
Assist other staff in arranging accommodation and lodging for staff and Board members as and when required.
Any other tasks assigned by the supervisor.
Background
Afghanistan Midwifery Association is one of the biggest professional associations in Afghanistan. The purpose of the Afghan Midwives Association (AMA) is to advocate for the midwifery profession and strengthen the role of midwives to ensure the wellbeing of the women and their families in Afghanistan. AMA has played an important role on improvement of midwifery profession, advocating for the recognition of midwifery as a separate profession. The Association is leading the whole midwives related issues in the country; focus is on midwifery education, registration, accreditation and career development. AMA is widely recognized association both nationally and internationally, it has strong network with key actors including donors, UN family, line ministries and other associations. The association has been advocating for the establishment of Afghanistan Midwifery and Nursing Council. Working with MoPH, development partners and policy makers at the government level. Afghan midwives put lots of energy and efforts to tackle the high level maternal and child mortality in Afghanistan. Since there is no such control mechanism in our education system, and the quality of education system through private providers are always under question, with rapid increase in number and less opportunity for continues education and mentorship of clinical practice the question of quality care automatically raised. The current BPHS and EPHS has not include in- service training thus most of graduated health practitioners facing lot of problem in actual practice during clinical work.
Job Requirements
Job Requirement:
Education:
Bachelor Degree in accounts/finance and HR or any other relevant filed from a recognized University.
BBA, MBA will be an advantage
Knowledge of accounting software, particularly of Quick Books is required.
Experience:
At least 4 years’ of working experience in Finance, administration/logistic or HR is required.
Experience in staff management is required.
Expertise in MS office package particularly MS Excel Demonstrated ability to train and build capacity of others
Strong interpersonal and presentation skills
