Scope of work:

The Capacity Building Officer under direct supervision of deputy technical manager is responsible to coordinate, organize and facilitate quality capacity building and training activities in the province and at the health facility level. In addition, the Capacity Building Officer is responsible to guide and extensively support the HFs’ staff of Sar-e-Pul to effectively achieve the index and maximum levels of the project’s target indicators.

 

 

Major Responsibilities:

Acts in accordance with SAF’s policies and procedures.
Keeps confidential with issues related to SAF.
Develops spirit of cooperation and understanding among members of the team.

 

 

Specific Responsibilities:

 

Develops an effective and practical TNA format with the help of other technical team members of the project.
Conducts timely training need assessment among the HFs’ staff as well as management staff of the project.
Develops the annual training plan on the basis of TNA.
Actively participates in drafting training action plans for staff of office and HFs in different categories.
Ensures the capacity building/training activities are done in the widest manner to include all health facilities and as many staff as possible during the year. 
Establishes and maintains a proper filing and recording system for the training/capacity building activities.
Attends in all TOTs related to Capacity Development conducted either by SAF’s HQ or by any other organizations both at the provincial and central levels.
Visits the health facilities on a regular basis to identity staff needs; provides on-the-job training at the health facility level.
Supervises and monitors all capacity building programs including the training courses which will be conducted by SAF at the provincial level.
 Coordinates the capacity building program with SAF central and provincial staff and capacity building manager.
Assists project manager/DTM in writing the proposals and MoUs in terms of staff capacity development issues.
Participates in the designing, developing and revising of different training curriculum.
Conducts training for different category staff of HFs as well as management staff based on TNA.
Establishes post training follow up system for all conducted trainings in SO level
Establishes a training/resource center at the provincial level and manages all the proposed activities of the training/resource center.
Prepares compile and submits the training activities report to SAF main office on regular basis.
Actively participates in working groups and task force committees in provincial level related to capacity development activities.
Follows SAF’s established policies, procedures and objectives; continuous quality improvement initiative works/ performance.
Maintains proper records of the capacity building/training documents and update training

Accomplishes any related job is delegated by the project manager and deputy technical manager.

Qualifications:

1. Degree (Medical Doctor).

2. At least three years of working experience in capacity building programs.

3. Extensive experience in BPHS implementation and training skills with proven documents.

4. Computer programs knowledge and English language is advantageous.
