Communication and Coordination Tasks:

Maintain regular and ongoing communication with the RRAA team and government authorities at the local and capital level.Coordinate the operational needs of the program to the related RRAA program departments.Conduct regular field visits to monitor the progress of programs and projects on the ground and ensure effective oversight of and support of the program implementation team and taking corrective action with minimal delay.Develop an information network across the designated CDCs, and Gozars at the provincial level.Represents RRAA at meetings, events and workshops held on the CCAP program, in Kabul and provinces if needed.Attends weekly and monthly coordination meetings to report on any program challenges to Coordination when needed.Arranging and facilitating RRAA Citizen Charter Monthly Coordination Meetings when needed.

Program Management Tasks:

Oversee and lead staff and overall implementation of the program.Provide technical advice to ensure that the program activities are designed and implemented in line with best practices and in compliance with donor processes and procedures.Prepare timely reports according to the requirements of the donor, and internal deadlines of the Program Development Department.Provide regular updates on program implementation, in particular through updated Program Management Framework and monthly reports.Gathering, collecting and processing information on program updates, and analysis of work progress, in light of the work plan and budget.Advise the Provincial Management Teams on planning, decision making, and effective program execution.Communicating any changes in policies, procedures, manuals, and targets (i.e. Operation Manual, contracts, budget, and plans) to program staff.Travel throughout the provinces, sometimes on short notice, and including in rural and/or insecure areas.

Staff Capacity Building Tasks

Overall CC operation manuals orientation, advice on best practice and approaches.Ensure all Citizens Charter staff are trained properly and address any training-related issues.Ensure provision of on-the-job training to CC staff.Transfer of knowledge and exchange among CC staff and other departmentsEnsure the quality and quantity of required training and training reports.Leads training of trainers (TOT) activities for effective and efficient training delivery programs in urban areas of the city.Responsible for conducting quality assessments and enforcing quality control of training activities including training evaluation.Conducts training design, interactive methodologies, training delivery models.Monitors and evaluates the performance of trainers and facilitators and mentors and guides facilitators and trainers to improve training delivery.Organize and file reports, documents, and all relevant training materials and ensure that documentations are readily accessible.Responsible for facilitating substantive and logistical training support and requirements including organizing internal training and identifying necessary supplies. Identifies training needs of facilitators and trainers. Works and shares knowledge and skills with relevant staff in all departments. To do any other relevant tasks provided by the line manager.

Job Requirements

Bachelor’s degree or higher in Sociology, Development studies community development, or similarThree years of relevant work experience in senior positions related to capacity development, training design, and assessment in large development projects (NSP, CCAP). Work experience in CCAP is an asset.Fluency in written and spoken English, Pashto & DariHaving computer skills.Good capacity building and management skills including human resource and financial management, communications, intercultural cooperation, and reporting skills.Flexible and capable of working in a stressful context.Good planning and Monitoring skillsAbility and willingness to travel to field offices to support activities in the field.Ability to work overtime and on the weekends when neededAbility to resolve conflicts and respond to complaintsAbility to motivate staff
