Cluster HR Assistant (Bamyan, Afghanistan)


Job Description

MAIN RESPONSIBILITIES AND TASKS

  • Prepare and update staff list on monthly basis and complete the process for filing.
  • Complete leave forms of staff want to avail leave on time and do not compromise neglecting HR system anyhow.
  • Making sure that staff availing leave reports back on time and update the list in case of any essential changes.
  • Checking of staff attendance system and compare with their rosters on daily basis.
  • Record the leave paper to the attendance database after approved and completion.
  • Extract monthly attendance report from attendance database and after completion of official process, file in its proper file.
  • Maintain HR records, including staff list, staff personal files, ID card file, TIN forms, TIN Numbers etc…
  • Assist HR Manager for providing support to the office in all HR matters.
  • Update the employee database on monthly basis.
  • Ensure that all department submitted their Roster, Night duty, and Overtime forms to HR department and file it on monthly basis.
  • Provide assistance in recruitment process as per the guidelines and work closely with HR Manager to facilitate to fill the vacant positions.
  • Posting of job advert for expatriates on AKDN website and national HR Networks/forum for advertising local vacancies.
  • Screening of CVs and short listing of potential candidates and maintain the recruitment tracking sheet up to date.
  • Arranging interviews for the vacant position(s).
  • Assist with background reference check process i.e., prior employment references, transcripts etc. in line with the approved HR policies and procedures.
  • Track the daily attendance of the staff and report to HR Manager.
  • Maintain the leave tracking sheet of Bamyan Provincial Hospital staff 
  • Maintain the employee information in HRIS and MoPH employee database.
  • Deal with auditors in recruitment area of HR.

 On boarding and Orientation

Assist in conducting orientation program for newly hires staff.

Performance management system

  • Participate in performance appraisal exercise for the all staff.
  • Provide assistance to HR Manager in conducting Annual Performance Appraisal process.
  • Provide support in the process of separation /termination per the policy & guidelines and make sure all formalities and related documents are complete before exit of outgoing staff.
  •  HRIS/Database, reporting, HR documentation and personal file management
  • Establish and maintain HR database on regular basis in close liaison with HR Manager.
  • Facilitate issuance and updating of AKDN ID card for all Bamyan Provincial staff.
  • Responsible for Organizing, Printing, Distributing and Coordinating the AKDN and MOPH-ID cards for AKHS, A staff.
  • Maintain, and update all Personnel files as per the updated HR procedures.
  • Prepare monthly/weekly HR headcount and hiring status.
  • Assist in Preparing HR reports as required by AKHS, A management, MOPH and AKDN Head Office.
  • Government and Expat employees’ contracts management
  • Provide support in preparing Contracts of Employment for Bamyan PH Staff and keep track of renewal and end of contract.
  • Report the newly hired and separated staff to the payroll section with required data.
  • Keep track of staff probationary completion dates and bring the issue to the attention of the supervisors to appraise their staff performance during their probationary periods.
  • Others
  • Carry out any other program related tasks assigned by Supervisors.

  • Any other duties as may be required by the management.  

Background

Aga Khan Health Service, Afghanistan (AKHS,A), an agency of the Aga Khan Development Network (AKDN), is a long-term partner of the ‘Ministry of Public Health, Islamic Republic of Afghanistan’ for the implementation of “Basic Package of Health Services” in three provinces (Baghlan, Bamyan and Badakhshan), and implementation of Essential Package of  Hospital Service (EPHS) in Badakhshan and Bamyan province. AKHS-A is implementing three Community Midwifery Education Program Schools each in Bamyan, Badakhshan and Baghlan.

Job Requirements

SPECIFICATIONS (MINIMUM REQUIREMENTS) Education:  Bachelor’s Degree from a reputable university in Human Resources, Business Administration, Economic or any other related filed.

Experience:

Minimum two years of relevant experience in Human Resources with reputable organization.

Skills:

 

Technical Skills:

  • Fluency in English and Local Language(s) A good Computer skill, Ms Office Programs, Access is preferable

Other Skills:

  • Effective organizational skills Ability to form working relationships with people at all levels. Teamwork skills Interpersonal skills Meticulous attention to detail Numerical skills IT skills

  • Tactful, well disciplined, punctual, smart worker
