Job Description

Purpose

Communication Officer 2 contributes to designing, planning and implementing communication projects and activities in coordination with the management of the field sub-structure. S/he contributes to representing the ICRC externally and building the necessary understanding and acceptance of and support for the ICRC among key stakeholders. S/he develops, supports and oversees the implementation of the Operational Communications and Community Engagement plan of action in the field, aiming at enhancing the acceptance of the ICRC and the national Red Cross/Red Crescent society in his area of responsibility. S/he contributes to the engagement with key stakeholders that can facilitate access to people in need and improve security for and impact of ICRC operations. In close coordination between the management in the substructure and different departments, s/he helps to integrate feedback from communities into ICRC’s programme cycle and enhance accountability of the organisation towards those it seeks to assist and protect.  Main Responsibilities:

GENERAL DUTIES

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
  • Understands and adheres to the ICRC Code of Conduct
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement
  • Respects and observes staff regulations and security rules at all times
  • Represents the ICRC in a professional manner at all times
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

 

ACCOUNTABILITIES AND RESPONSIBILITIES

  • Contributes to defining communication objectives, strategy and plan of action for Ghazni and Khost AoR in line with AFC operational priorities.
  • Implements relevant activities and develops tools for: operational communication, community engagement, promoting international standards laws (IHL/IHRL…), building National Red Cross/Red Crescent Society communication capacity, public and digital communication, information analysis/environment scanning.
  • Assesses the impact of Operational Communications activities by monitoring over time the ICRC acceptance and perception among selected leaders and organizations that are key to facilitate ICRC aims and action. Analyses main means and channels of communications used by communities to better target ICRC assistance and protection programmes.
  • Designs and rolls out a Community Engagement plan of action in coordination and support of assistance and protection activities. Contributes to create and develop a feedback mechanism of communities and beneficiaries on ICRC services and to promote accountability to affected populations.
  • Gathers and shares content on ICRC activities and the humanitarian situation in Ghazni and Khost AoR (including photos, videos, interviews with community members, human stories etc.)
  • Builds and maintains a network of local journalists and media practitioners in Ghazni and Khost AoR and regularly feeds them with updates on ICRC activities.
  • Represents the ICRC to various audiences.
  • Follows political, security, military and humanitarian developments, as well as other issues relevant to the ICRC’s reputation/perception and capacity to operate in Ghazni and Khost AoR.
  • Interprets and translates from and into the local language to support communication programmes when required.
  • Provides technical and administrative support (e.g. filing, stock management, event organization) when required

Background

The ICRC is a neutral, impartial and independent organization. Its exclusive humanitarian mission is to protect the lives and dignity of victims of armed conflicts and other situations of violence and to provide them with assistance. The ICRC endeavours to alleviate suffering by promoting and strengthening humanitarian law and universal humanitarian principles

Job Requirements

  • University degree or equivalent in a relevant field such as communications, political science, international relations or journalism.
  • Fluent spoken and written English plus local languages, Pashtu and Dari.
  • Computer skills (proficiency in MS Office); familiarity with digital communication tools.
  • Minimum 3 years’ work experience in a field relevant to communication and/or prevention (preferably with the ICRC).
  • Experience in an ICRC operation an asset.
  • IHL knowledge an asset.
  • Sound knowledge of the political, social and media environment in the country/region covered.
