Job Description:

I.             SCOPE OF WORK

Communication, Public Awareness, & Training will perform the following tasks:

a)      Develop an implementable communication strategy for A-WASH project, based on best practices and targeted stakeholders.

b)     Advise on how to strengthen appropriate advocacy efforts, as an element of the planning process of A-WASH work program.

c)      Integrate the advocacy and outreach efforts for A-WASH project’s mandate and planning horizon.

d)     Devise and action plan to promote such a strategy,

e)     Organize an annual calendar of events and outreach activities, such as campaigns, consultation sessions, public events, internet media outreach (including social media),

f)       Prepare and design all relevant publications, including brochures, reports and newsletters,

g)      Ensure the timely and effective management of the communication activities as scheduled,

h)     Craft sound compelling messages and success stories as well as speeches, articles, press releases, messages, etc.,

i)       Contextualize key messages, talking points and briefing notes,

j)       Give support and conduct well- oriented training for relevant A-WASH project’s and AUWSSC staff, with the aim to producing effective and target-oriented outreach material including visuals and printed publications, booklets etc.

k)      Upgrade and update the Project’s pages on the AUWSSC website, or any other developed online/offline platforms,

l)       Assist in the preparation of the progress reports and final reports reflecting communication results, lessons learned and dissemination strategy,

m)   Provide advice in establishing a corporate identity for the A-WASH project (including promotional materials, project brochures/flyers/posters, workshops/meetings) and producing necessary templates to be used by the staff,

n)     Devise a plan to enhance the capacity of A-WASH project and AUWSSC’s relevant staff in all of above-mentioned tasks through possible means of training.



·        The contract will be a time-based contract and include a period of one year on a full-time basis and may be renewed subject to satisfactory performance.

·        The consultant will report directly to the project coordinator at PCT. The consultant is required to complete monthly timesheets to identify the time spent. The Project Coordinator may request submission of supporting draft documents, other documents, which the Consultant prepares and works on during the assignment.

·        The services shall be provided in the city of Kabul with necessary travels to Kandahar and Herat as and if needed.



The client shall provide the following facilities to the consultant during the working days in the office

·           Workplace equipped with PC and telephone;

·           Access to Internet, photocopier, printer and scanner;

·           Project related documentation;

·           Relevant Bank documentation;

·           Transport to Provinces and other possible costs including accommodation and per-diem.

About Afghanistan Urban Water Supply and Sewerage Corporation (AUWSSC):

Brief History of AUWSSC The first water supply distribution network was built for Kabul city in 1880 at Amir Abdulrahman khan period by using water springs (fountains) located behind Ibn-e-Sina hospital. Afterwards water supply services developed in Kabul at Amir Habibullah khan period in (1915-1920) by using water canals located in Paghman district, after that in 1970 water supply services began in other cities like Herat, Mazar-e-Sharif, Jalal Abad and Kandahar. In order for better coherence and management Afghanistan Water Supply Utility stablished according to the decree No of 1224 under the Ministry of Urban Development and Housing in 20/Feb/1975 and it’s published in official journal No. 301 dated 05/Jun/1975, subsequently Afghanistan Water Supply Utility converted from central authority for water supply and sewerage to Afghanistan Urban Water Supply and Sewerage Corporation as a governmental joint corporation in 2009 and its main objective is to provide productive sustainable water and wastewater services for urban and semi-urban areas of the country.

I.             BACKGROUND

Afghanistan has received funding from the International Development (IDA) and Afghanistan Reconstruction Trust Fund (ARTF) to finance Afghanistan Water, sanitation , Hygiene and Institutional Support (A-WASH) (the Project). The A-WASH project will consist of five components: Component 1 will support implementation of AUWSSC’s COVID-19 emergency relief measures in the three largest cities of Afghanistan – Kabul, Kandahar and Herat; Component 2 will finance measures to restructure, reform and improve the urban water utility’s operational and financial performance; Component 3 will fund technically robust, more sustainable infrastructure, including measures to build resilience to climate change, with a strategic focus on Kandahar. Component 4 will support project management and monitoring; and Component 5 is a Contingent Emergency Response Component.


The Project will be implemented under general supervision of Afghanistan Urban Water Supply, and Sewerage Corporation (AUWSSC). AUWSSC created Project Coordination Team (PCT) based in headquarter (HQ) of AUWSSC in Kabul, and Project Implementation Units (PIU)s based in Kandahar, Herat and Kabul. PCT is created for the overall management and coordination for the A-WASH Project and the PIUs will be responsible for the day-to-day management and coordination of the A-WASH sub-components and activities in these selected cities as well as provision of assistance to the related AUWSSC’s Strategic Business Units (SBU) including, reporting, technical assistance and other necessary supports on the Project-related activities. 

Job Requirements:



·       University degree in journalism, Communications, and/or related fields.

·       Minimum 5 years of experience in the Communications field, experience with new media;

·       experience with development and implementation of communication strategy; developing and implementing outreach and/or public awareness campaigns

·       Practical experience working with the organizations/private sector/communities in implementing development related projects/activities and on the production and publication processes of communications materials;

·       Good experience with computers, electronic networks and software used for communication purposes (i.e. Website, electronic bulletin, etc.);

·       Excellent writing, editing, and oral communication skills in English, Persian (Dari) and Pashtu are highly desirable.
