SUMMARY OF KEY FUNCTIONS
Community mobilizer is responsible to ensure that the project interventions are implemented in effective and efficient manner and the project goals and objectives are met. S/he works very closely with the targeted communities and groups to identify and mobilize them in support of STAR project activities. S/He should maintain good relations between the project, its staff, and key target community stakeholders. S/He should contribute in the selection of communities, identification of the beneficiaries, community project selection and also handle the conflict resolution at field level. S/he work with community on their self-reliance; and organize and arrange the provision of all resources (human and materiel) needed for community actions. S/he should be able to mobilize the most marginalized people to take part in their own community’s desired development actions; increased community effectiveness, capacity, self-reliance, and empowerment. S/he should have capacity to enhance community management skills and techniques in regards to project interventions.
KEY RELATIONS
Project field supervisor, project Admin officer, project manager, Sr. program coordinator, M&R Officer, Monitoring Officer, project beneficiaries, government authorities at district level, CDCs.
KEY RESULT EXPECTED
To build a close coordination and communication with project target group including IDPs, Returnees and host communities.
To ensure that the project interventions are implemented in effective and efficient manner and the project goals and objectives are met.
To contribute in community and project selection, beneficiaries’ identification
Support project technical staff in survey of communities sub-projects (Livelihood and Cash for Work projects)
To ensure that the vulnerable are heard in community decisions: including women, youth, disabled, ethnic minorities, the weak and marginalized.
Conduct regular meeting with community elders, CDCs, leaders, religious leader, relevant stakeholders at community, district and provincial level to know their problem and finding the appropriate solution.
Liaise with community leaders and influential to support the project interventions implementation in the targeted communities
To be a link between organization and community or project target groups.
Keep the community updated about the STAR project related interventions.
Connect with and engage individuals and groups who approach societal problems in less conventional ways, in complement to or outside traditional civil society activities;
Connect the mapped initiatives and people with each other and coordinate for their mutual benefit e.g., when more than one group offer the same or complementary services;
Delivers appropriate training or awareness sessions and knowledge improvement materials to the target groups community.
Organize and participate in all project field level events (practical trainings on collaboration between the local government and communities, consultations with communities, mobilization of venerable people,)
Support other project team in distribution of Cash or other project material at field level.
Participate in the process of setting baselines and conduct baseline surveys or other assessments in the communities.
Support the field Engineers in selection of CFW projects based on community needs and priorities.
Explain program objectives to the communities and ensure project ownership by the participating communities by convincing them about the goals and objectives of the projects.
Ensure that the majority community members are involved in the decision-making.
Demonstrate a good team work. Involve other team members in decision making and keep your supervisor and other team members informed of affairs.
Participate in participatory needs assessment in general community meeting.
Ensure of women active participation in needs assessment conducting, selection of beneficiaries and monitoring of project activities.
Facilitate the community mobilization process to prioritize the high impact low cost projects of each sector.
Ensure that the community is undertaking the work and are involved in monitoring.
Ensure that the vulnerable group of community is considered for employment, especially those who can’t be benefited from the outcome of the projects.
Assist project team in preparing the projects’ procurement plan, accounting issues and other documents.
Collect case stories in community that reflect the benefit of project intervention in the community.
Any other task assigned by manager.

Job Requirements
COMPETENCE, SKILLS AND EXPERIENCE

Ability to communicate effectively both verbally and in writing, with a range of individuals and groups
Functional Competencies:
Proven ability to work flexibly and independently with limited supervision and deliver quality results against tight deadlines;
Have good communication skills to onboard community members and coordinate project staff, community members and stakeholders
Have excellent communication skills (both verbal and written) in Dari and Pashtu
Skills and Experience:
Deep knowledge of the community mobilization and livelihood requirements.
Excellent training and facilitation and community mobilization skills
Having a deep knowledge of Afghan traditions and cultural norms
Ability and willingness to work at the communities
Excellent spoken /written Dari and Pushto
Ability to conduct mobilization session at community level
Education: College/Bachelor degree in social science, socio-economics, business administration and other relevant fields.
Work Experience: with minimum 3- 5 years’ experience of working with livelihood project, community development programs, women empowerment programs, preferably who have knowledge of working in livelihood project, agricultural and livestock projects.
Languages Skills: Fluency in spoken and written Dari and Pashtu is a requirement. English Language skills is a plus point.
