The constituency team lead will provide an excellent service to WECS with strong analytical skills, initiative, and the ability to think strategically and creatively. This individual needs to have strong networking and interpersonal skills including the ability to work well with different community and civil society activists’ groups.

  • Provide programmatic support to the overall goal of ensuring that the WECS project is successfully implemented.   
  • Provides support and advocacy for constituents in their coordination and negotiation with government authorities.
  • Engaging with political parties, religious and traditional leaders to promote inclusiveness in political party policies and overcome barriers that hinder women’s political participation. 
  • Provide support to further strengthen capacity of the central and provincial women’s advocacy networks.
  • Arranges public meetings, meetings with constituents and other community events and represents WECS in all meetings/events.
  • Manages the day-to-day operations of the Constituency technical team, including correspondence, information management and other office duties, as required.
  • Interprets and explains complex policies and legislation, to adapt and learn new
  • processes and applications, and to show initiative and ingenuity when confronted with problems or unique situations.
  • Support women’s networks to produce radio programs and identify resource persons to speak on women’s political participation and representation
  • Provide provincial specific context and information during program implementation and reporting
  • Introduce digital learning/awareness  platforms to promote women political representation and participation
  • Provide weekly updates on implementation progress, monthly narrative reports.
  • Lead in monitoring all activities carried out by team and ensure that activities are rigorously compiled and consistently reported to client, government counterparts and other stakeholders.
  • Attend key workshops and meetings related to the WECS project. 
  • Assist with unplanned or emerging activities that have implication for the output deliverables or success.
  • Develops and maintains effective working relationships with internal and external stakeholders
  • Ensures timely and accurate management and reporting of any potential hazards to prevent harm
  • Perform other tasks as assigned by Supervisor

About Chemonics:

Chemonics seeks a Constituency Team Lead for an anticipated USAID-funded project; Women’s Empowerment and Civil Society.

The Women’s Empowerment and Civil Society (WECS) project aims to build constituencies among national, provincial, and local-level activists and groups focused on promoting women’s equality and empowerment; increase awareness of and support for women’s rights across all 34 provinces; support prevention of and response to gender-based violence; and to strengthen collaboration between civil society and the national government in gender policy development and implementation.

Job Requirements

Job Requirements:

  • Master’s or its equivalent with 5 years of relevant experience; Bachelor’s degree with 7 years of relevant experience
  • Demonstrated experience in leading and managing the team to successfully deliver services to customers
  • Ability to develop and maintain effective working relationships with a broad range of people
  • Familiarity with the diverse communities
  • Remains calm, composed and positive in stressful or high-pressured situations
  • Makes good decisions based upon a mixture of analysis, wisdom, experience, and judgement
  • Ability to present complex information to a variety of audiences
  • Strong capacity for research, analysis, and synthesis of detailed information
  • Advanced knowledge of project management, relationship management and constituency services
  • Ability to work with assignments demanding critical judgement, analytical thinking and creative problem-solving.
  • Familiarity with member’s constituency and portfolio areas and key stakeholder groups is essential
  • Demonstrated ability to provide leadership in a highly motivated team
  • Ability to write results-based reporting
  • Knowledge and understanding of the institutional, legal and policy frameworks at country level
  • Be comfortable with working within a multidisciplinary, multi-cultural team
  • Fluency oral and written English language communication skills
  • A proven record of excellent management, strategic thinking and decision-making, leadership, communication, and interpersonal skills, including being a strong writer and articulate speaker
  • Demonstrate ability to find viable solutions to complicated problems in a flexible, time-sensitive, and creative manner
  • Ability to establish working relationships with the government and non- government organizations and effective outreach and networking
  • Ability to travel to the provinces per requirement of the project
  • Strong knowledge of USAID rules, regulations, procedures, reporting, and Afghan Government policies and labor laws preferred
