Construction Supervisor (Badghis, Afghanistan)


Job Description

JOB PURPOSE: Construction Supervisor oversees the construction of projects and monitors activities at worksites ensuring all rehabilitation/construction work is done according to design and BoQs, Supervising labourers work and their safety in the site. He/she will travel to the field for monitoring of construction project based on the plan and provide a comprehensive technical report and share with Project Manager in a timely manner. MAJOR RESPONSIBILITES: Technical Engineering inputs:

  • Supervise rehabilitation / construction works (foremen and daily labourers) on day-to-day basis, building their capacity and providing on-site technical support to strengthen their skills. Support the WASH site Engineer to prepare BoQs and Drawings for water systems and sanitation facilities to be rehabilitated/constructed under the project. Explain details of drawing and BoQs to skilled labourers and contractors as well as timely monitoring of rehabilitation / construction works. Hiring of Foreman, daily Skilled and unskilled labourers as per needs. Ensure safety of materials and equipment during construction works. Provide proper documentation of construction works as well as labour timesheets. Check/supervise the quality of the rehabilitation / construction works and provide necessary on the job training for skilled labour (foremen and masons) and unskilled labour. Establishment a system of monitoring delivery and receipt of construction materials at the field level through maintaining the involvement of the target communities. Submission of technical check list of all construction materials considering quality and specification based on design requirements. Liaise with project WASH engineers, WASH advisor & relevant governmental authorities at the provincial level on construction/rehabilitation works. Develop and maintain good relationships and lines of communication with relevant local communities, explaining World Vision Afghanistan role as an NGO and liaising with them during all phases of the project. Take all the necessary measures in order to maintain positive working relationships and a good environment, upholding the rule of safety first in order to prevent accidents. Ensure all facilities rehabilitated/constructed are gender and disability inclusive (safe, provide for privacy, easily accessible and usable for both women and men, children and persons with disability).

Reporting planning, Monitoring and Evaluation

  • Monitor and direct the project activities to meet the project objectives in terms of quality of work and within the agreed timelines. Work with Monitoring & Evaluation staff to regularly track and report on progress towards rehabilitation / construction of the project facilities under WASH and livelihood targets. Provide weekly, monthly and quarterly progress reports of construction activities to project manager on progress, gaps, obstacles and challenges of construction work on weekly, monthly & quarterly basis. Provide weekly movement plan and submit to the related department for further review and approval.
  • In collaboration with M&E Coordinator ensure the monitoring system and tools are developed and used to track the progress of project implementation and to capture learning.  Train the Development Workers on using the tools. Periodically update the Detailed Implementation Plans (DIPs) of the project.

  • Adhere to WV Child and Adult Safeguarding policy and standards. Adhere to WV accountability standards. To be aware and prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan under the context of (Ghor and Faryab) interventions.

Job Requirements

Required Professional Experience:

  • Two years previous experience working with construction projects. Knowledge and experience in construction and excellent understanding of drawing details. Experience in management of private contractors and construction teams.

Required Education, training, license, registration, and certification:

  • Bachelor degree in Civil engineering. Able to use Auto Cad & Water Gems engineering software. Ms. Office Applications

Preferred Knowledge and Qualifications:

  • Experience in WASH facility and livelihood construction structures’ survey and design is preferred.

Travel and/or Work Environment Requirement: Accessibility to the below mentioned areas/locations is required: Badghis (Qormach), Ghor(Lal, Firoozkoh, Sharahk, Pasaband), Faryab (Maiman city,Pashton Kot, & Qaisar)
