About National Water Affairs Regulation Authority:

In accordance with the Decree 36 of the presidential office of the Islamic Republic of Afghanistan in view of national politics and strategy of the country during 1398, the National Water Affairs Regulation Authority (NWARA) has been established from one existing ministry: Ministry of Energy and Water

The Government of Afghanistan has identified the rehabilitation and expansion of the country’s physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the water sector occupies special prominence in the Government’s development plans. Several major Water sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the National Water Affairs Regulation Authority (NWARA).

Given the technical complexity of the Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the NWARA assists its administration that will be based in Kabul and will reinforce NWARA in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for water sector development

Job Description:

Project Background:

  • The Kajaki Dam is located on the Helmand River at latitude 32° 19′ 20″ North, longitude 65° 07′ 10″ East; (32.323N, 65.119E), in Kajaki District, Helmand Province, Afghanistan about 90 km northwest of Kandahar. The dam is considered a high priority for ensuring adequacy of water resources for irrigation development and Power generation in the target area. Kajaki Dam was originally planned to be built in phases. The initial phase of construction was to provide water storage for irrigating the Helmand Valley and was completed in 1953. The Phase I powerhouse had a total installed capacity of 51.5 MW, consisting of two units of 16.5 MW and of 18.5 MW installed by USAID in 1975, along with 110 Kilo-volt (v) transmission lines and substations that distributed their energy to the region. Installation of the third turbine rated at 18.5 MW was only completed in 2016.
  • Spillway gates were not included in this initial phase and the dam was limited in its ability to regulate flood flows and provide flood reduction benefits. In 1975 when the 33 MW powerhouse was completed and hydropower generation became an important function of the dam. Eventual spillway gate installation in phase II will allow Kajaki to regulate flood flow as well as provide additional irrigation and hydropower benefits to the Helmand Valley.
  • Based on the signed agreements (Implementation Agreement & Power Purchase Agreement) between the Government of Afghanistan and 77 Construction USA Corporation, and recent amendment which was accepted by HEC.
  • In the first phase of the project 77 Construction USA Corp is responsible to increase the capacity of Kajaki Dam by constructing an additional powerhouse next to the existing one with three units (3 x 33.3=100 MW) installed capacity, since the three units (each of 33.3 MW) are planned to be installed with existing water reservoir normal operation level of 1033.5 m, moreover the raising of dam height by freeboard parapet wall will be done in phase 1 as well.
  • In the second phase, the normal operation level of water reservoir will be increased from 1033.50 m to 1045 m by placing of radial gates on service spillway.

Objectives of Kajaki Dam Phase I and ΙΙ:

  • The overall objectives of Kajaki Dam are: i) for irrigation water storage, ii) generation of hydroelectric power, and iii) water supply to the Helmand Valley, which will be achieved using the phasing approach mentioned above  The service spillway gates are currently not installed, which limits the dam in its ability to generate more power and regulate flood flows due to the fact that the spillway is uncontrolled. Water from Kajaki Dam has a vital role for domestic water supply in an indirect way by recharging the shallow aquifers along the river and irrigation networks.
  • During the Phase I the objective would be to construct100 MW of additional energy generation capacity to increase the plant capacity to 151MW.
  • The objective of Phase II would be to increase the water storage capacity of the dam for providing more water for irrigation and better water supply to Helmand Valley.

Scope of the Project (Phase I and II):

  • The Kajaki Phase 2 project consists of design, construction, financing, operation and maintenance for the following major components, which are planned in two separates phases.

Phase I:

  • Construction of Camp Facilitates.
  • Construction of Downstream Cofferdam.
  • Fabrication and Installation of Penstock.
  • Construction of a New Powerhouse next to the existing, with 100M installed capacity included (3 x 33.33=100) Power Generating Units.
  • Construction of Switchyard.
  • Construction of Emergency Spillway.
  • Supply and installation of Electro Mechanic Equipment.
  • Construction of Parapet Wall on Crest of Dam Body.
  • The completion of phase one is needed to be taken 13 months as per contracts.

Phase II:

Part A

  • Completion of Civil and Structural Works of Service Spillway.
  • Fabrication and Supply of Radial Gates to project site.
  • Part A will be stated after the completion of Environmental and Social Impacts Assessment (ESIA) & Resettlement Action Plan (RAP), hence the issuing of a legal permission or notice to proceed is required for the commencement of practical work.

Part B

  • Installation of Radial Gates, increasing of existing Normal Operation Level of reservoir from 1033.5 M to 1045M.
  • Part B will be stated after the completion of government actions, which are required before the extension of the water reservoir and accordance with the final reports of ESIA & RAP. the commence of work need legal permission or notice to proceed.
  • Th completion of phase-2 Part A, will take 12 months and Part B. 6 months as per contract schedule.
  • Objective of the Assignment:
  • The National Water Affairs Regulation Authority (NWARA)is planning to engage a consultant (individual) to prepare a Stakeholder Engagement Plan (SEP) to comply with the World Bank’s safeguard guideline, Environment and Social Framework (ESF) and has been informed by ESS10 Stakeholder Engagement and Information Disclosure.
  • The World Bank’s ESF came into effect on October 1, 2018.  The Framework includes Environmental and Social Standard (ESS) 10, “Stakeholder Engagement and Information Disclosure”, which recognizes “the importance of open and transparent engagement between the Borrower and project stakeholders as an essential element of good international practice”. ESS10 emphasizes that effective stakeholder engagement can significantly improve the environmental and social sustainability of projects, enhance project acceptance, and make a significant contribution to successful project design and implementation.
  • As defined by the 2018 ESF and ESS10, stakeholder engagement is an inclusive process conducted throughout the project life cycle. Where properly designed and implemented, it supports the development of strong, constructive and responsive relationships that are important for successful management of a project’s environmental and social risks.
  • Borrowers are required to develop SEP proportionate to the nature and scale of the project and its potential risks and impacts. Stakeholders have to be identified and the SEP has to be disclosed for public review and comment as early as possible, before the project is appraised by the World Bank. ESS10 also requires the development and implementation of a grievance redress mechanism that allows project-affected parties and others to raise concerns and provide feedback related to the environmental and social performance of the project and to have those concerns addressed in a timely manner

Scope of the Stakeholder Engagement Plan:

  • SEP will be prepared to outline mechanism for stakeholder engagement and participation throughout the project life. The document includes
  • Stakeholder identification and analysis, including:
  • Identification of existing and potential key community stakeholders, their capacities and background, in targeted areas;
  • Identification of disadvantaged and vulnerable groups among stakeholders, i.e. women, disabled, poor and youth;
  • Identify key civil society, government and private sector stakeholders who may wield impact on project, positively and negatively;
  • Clarify the stakeholders’ interests/goals/objectives and categorize them based on their interest;
  • Explore the relationship between the different stakeholders.
  • Research on network establishment best practices available in the targeted area;
  • Understanding of conflict dynamics in selected areas including sources of conflict, types of conflict and dividing lines;
  • Grievance redress mechanism;
  • Communication strategy – with details referring to different stakeholder groups.
  • The final report will give National Water Affairs Regulation Authority (NWARA)a program for stakeholder engagement along with development of a comprehensive SEP, which will be including public information disclosure and consultation, throughout the implementation and operation of the proposed projects. The SEP outlines the ways in which NWARA and Project Company/ contractors and other relevant govt entities (i.e. MUDL- Arazi, NEPA, provincial line departments, etc.) will communicate with stakeholders and includes a mechanism by which people can raise concerns, provide feedback, or make complaints about the project, the Project Company/contractors, and the project(s) themselves.
  • The consultation and engagement with the local population is essential to the success of the project(s) in order to ensure smooth collaboration between project staff and local communities and to minimize and mitigate environmental and social risks and impacts related to the proposed project.

Consultant’s responsibilities:

The consultant’s duties and responsibilities will be as follows:

  • Develop SEP for consultations on the project with the relevant stakeholders with proposed methodology, timelines and outputs. Ensure adequate and appropriate outreach and form of engagement with different groups including with disadvantaged and vulnerable groups, i.e. women, persons with disabilities, poor and youth, pastoral nomads, ethnic minorities;
  • Stakeholder mapping and analysis and categorizing various stakeholders as per the ESF requirement (i.e. affected parties, interested groups who could influence the project, and vulnerable/marginalized and disadvantage groups),
  • Facilitate multi-stakeholder discussions as appropriate;
  • Together with the project team develop a communications/advocacy strategy to inform all stakeholders as a part of SEP;
  • Development of a grievance redress mechanism as a part of SEP;
  • Prepare and deliver relevant communication plans;
  • Develop the list of major participants and contact information both at the central, provincial and local level, state agencies, civil society organizations, including marginalized group, i.e. women and youth, identification and analysis of disadvantage   and vulnerable groups and details appropriate form of engagement; include established platforms for communication and input.
  • Ensuring effective disclosure of key information and project documents
  • Identifying sufficient budget for the plan
  • Ensuring that the issues and concerns raised are incorporated in project implementation
  • Ensure project activities are guided by recommendations from the framework documents.
  • Identify owners for subtasks of the stakeholder engagement process.
  • Describe how the process will be documented, tracked, and managed
  • (e.g., stakeholder database, commitments register).
  • Identify institutional responsibilities for SEP implementation and outreach.

The consultant is required to highlight the key elements of SEP such as: (a) Purpose and timing of stakeholder engagement, (b) Proposed strategy for information disclosure; (c) Proposed strategy for consultation and communication, (d) Proposed strategy to incorporate the view of vulnerable groups, (e) Timelines and  Estimated Budget; (f) proposed GRM system for addressing stakeholder concerns about project activities. The SEP template is available in the ESF document which could be find online.

Methods and Tools:

  • Desk study review: It is important to review project documents, regulatory context including national laws and regulations, logical framework and other relevant sources of data to complete the SEP.
  • Conducting working sessions with the internal teams and external stakeholders for identification of the broader stakeholder groups.
  • Analysis of the mandates and power relationship between the different stakeholders (civil society, private, government, including provincial universities) including government administration responsibility.
  • Interview key project’s involving parties to gather in depth information required for the SEP.
  • Support the project team in preparation on Standard Operating Procedures.

Job Requirements:

Qualifications and Experiences of Individual Consultant to Develop the SEP:

  • Master’s or Bachelor degree in social science or related subjects from a recognized university.
  • At least five years of practical experience from social development work with documented experience in areas of community outreach, social inclusion, social mobilization and community participation and consultations.
  • High standard of personal communication skills and confidence to engage with people in different sectors, present to peers and clients, and communicate with statutory and community stakeholders;
  • Demonstrated skills in retrieving, gathering and obtaining information from various sources
  • Demonstrated initiative in developing practical approaches that improve efficiency and effectiveness of the project in relation to the stakeholder engagement.
  • Analytical ability/skill, practical problem-solving skills and resourcefulness in performing varied tasks in the area;
  • Sound organizational skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures;
  • Strong inter-personnel skills and commitment to work in a team-oriented, multi-cultural environment;
  •  High level of personal integrity;
  • Language skills: Fluency in Pashto/Dari. Fluent oral and written skills in English;
  • Computer literacy: Proficient in PC based applications such as Word, Excel and Power Points etc.
  • Familiarity with relevant government policies and structures

Deliverables and Timeline:

  • Inception Report
  • 5 days after signing the contract- 0%  payment
  • Mapping and Analysis of key stakeholders
  •  10 days after signing the contract – 10% of payment
  • Communication Strategy as a part of SEP
  • 20 days after signing the contract – 10% of payment
  • Grievance redress mechanism
  • 30days after signing the contract – 10% of payment
  • First complete draft of SEP
  • 40 days after signing the contract – 30% of payment
  • Final SEP
  • 60days after the contract – 40% of payment

 

Reporting:

Duration of the assignment will be sixty days for the Stake holder Engagement Plan (SEP) which will report to Project Manager for the Kajaki phase II Project and will work closely with the project team in all official matters.

All reports will be prepared in English. The consultant has to spend 40% of his/her total working days at the office.

Travel:

Local travels (if required) will be covered separately according to NWARAs rules and procedure.
