Job Summary

The contract management specialist is responsible for all ALASP contract, S/he will have close coordination with MUDL and will be assigned toward the activities as described below

Duties and Responsibilities:

The incumbent will assist the ALASP project and MUDL under the direct supervision of ALASP project Director and Sr. Procurement Specialist. S/he will be responsible for the following tasks:

The Contract Management Specialist duties will include but will not be limited to the following:

For Works Contracts:

Maintain all documentation, work schedules and correspondence between PIU and Contractor.
Ensure timely issuance of contract award notices to contractors.
Ensure that construction schedules//delivery schedules/reporting requirements are regularly monitored.
Issue periodic notice to the contractor in cases where the performance progress is not in line with the schedule agreed in the contract and advise the employer and the engineer regarding poor performance
Ensure that the contractor has deployed the requisite machinery and manpower as required in the bid documents and the contracts
Ensure that time extension is issued before the contractual completion dates.
Advise the Engineer and Employer when to apply Liquidated damages
Issue timely notice for Liquidated Damage (LD) for contractors.
Keep a separate file for each contract from issuance of NIB to final payment
Maintain a database of geo-referenced photographs of work progress from start to completion.
Maintain all quality control reports for each contract including OK cards.
Maintain physical and financial progress of each contract.
Prepare an inventory of Contractors and relevant data of their performance.
Hold workshops with Contractors for educating them for on performance improvement, etc.
Close coordination with PIU and regional offices for preparation of contract completion reports and handing over of relevant works/goods and services.
Assess the performance of contractors with close coordination of PIU and regional offices.
Receiving the payment invoices from the regional offices and submit to Finance after required verifications and cross check.
Prepare required documents for the assigning the handover committee and coordinate with PIU and regional offices for successful handover of sub-project.
Maintain close coordination with Finance team for on time payment of the contractors.
Prepare contract amendment documents for contract extension with close coordination of PIU and regional office.

For Goods Contracts:

Verify the monitor the Bank Guarantees and Insurance Certificates issued as per the Contract provisions.
Verify and keep records of the Details of Shipping and other Documents to be furnished by the Supplier, such as a negotiable bill of lading, a non-negotiable sea way bill, an airway bill, a road consignment note, insurance certificate, Manufacturer’s or Supplier’s warranty certificate, inspection certificate issued by nominated inspection agency, Supplier’s factory shipping details.
Monitor the timely delivery of the Goods.
Facilitate the appointment of the Committee for inspection of the Goods and collect and keep records of the Inspection Reports.
Collect all the documents for Warranty and create and maintain a database for Goods received and the warranty for each of them. 
Review the Contract extension and prepare the contract amendment documents with close coordination of PIU and regional office.
Assess the delays in the delivery as per the Contract and calculate and recommend the Liquidated Damages.

For Consultancy Services and PIU Staff:

Prepare employee contracts and amendments with close coordination of HR unit.
Monitor the Deliverables (reports) for the Consultancy Contracts.
Verify the Invoice issued by the Consultants to comply with the Contract Provisions (unit rates, period, etc.)

Others:

Coordinate with technical team on quality assurance and report to Project Director.
Perform any other task assign by Project director and Sr. Procurement Specialist

About MUDL Based on 107 the decree dated 1397/9/10 of President of the Islamic Republic of Afghanistan, the Afghanistan Land Authority was merged with the Ministry of Urban Development and Housing under the name of “Ministry of Urban Development and Land” (MUDL) wherein the Deputy Ministry of Land was established under the ministry. Job Requirements

Job Requirements:

The Contract Management Specialist would have the following qualifications:

Bachelor’s Degree in Engineering, Business Administration, economics and or other related fields. 
The applicants must have at least 5 years’ experience in procurement and or contract management. However out of the 5 years 3 years must be in the capacity of Contract Management Specialist.
Applicants with engineering background will be given priority.
Good written and verbal communication skills in English Dari and Pashto essential and as well as having good interpersonal skills.
Computer skills MS office and Excel ability to type in English and Dari.
Ability to read, write and speak in local languages.

Key Competencies:

Good understanding of Govt. Afghanistan and World Bank procurement policies, practices and procedures; proven analytical skills, including ability to research and analyze data and develop recommendations on procurement contracts awards and related issues;
Ability to obtain information, clarification and agreement on terms of contracts and/or specification requirements; demonstrated ability to apply good judgment in the context of assignments given.
He/she should have proven integrity and demonstrated honesty in the previous assignment. 
Good communication (spoken and written) skills, including ability to explain and present contract management-related information /requirements and prepare written documents/communications in a clear, concise style. 
Fluency in English (speaking, writing) and comprehension to the extent of World Bank procurement documents. Working knowledge of Dari and/or Pashto is must.
Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
The selected candidate should be able to declare his/her moveable and immovable properties before joining. This will be verified by an independent agency.
