In accordance with the Decree 36 of the presidential office of the Islamic Republic of Afghanistan in view of national politics and strategy of the country during 1398, the National Water Affairs Regulation Authority (NWARA) has been established from one existing ministry: Ministry of Energy and Water

The Government of Afghanistan has identified the rehabilitation and expansion of the country’s physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the water sector occupies special prominence in the Government’s development plans. Several major Water sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the National Water Affairs Regulation Authority (NWARA).

Given the technical complexity of the Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the NWARA assists its administration that will be based in Kabul and will reinforce NWARA in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for water sector development

Duties & Responsibilities:

  • The Specialist supervises the related Dam safety works and will assist the other specialists, experts, engineers, and technical staff in the Directorate of Supervision on Implementation of Water Development Projects in their national undertakings.
  • The specialist should be familiar with the Dam safety instruments installation and workability in the different parts of the Dam body.
  • The specialist should have the knowledge of checking and observation of Dam safety instruments.
  • The specialist should have at least experience of supervision in two earth fill Dam and two gravity Dam or large hydraulic structures.
  • To assist and provide main policy and regulatory advice under the guidance of the Director of Supervision on Implementation of Water Development Projects of the Ministry.
  • To provide technical consultations and assistance to the director and staff in the Dams field on supervision and monitoring of Dam safety issues.
  • Be responsible to assist and provide full range of analytical, technical, and supervision advises on different types of Dams’ projects based on relevant codes for Dam safety activities.
  • Must have the skills of reviewing different studies such as feasibility studies, geotechnical and geological investigations, topographic studies, hydrology & hydraulic modeling, and environmental & social impact assessment studies of different Dams projects.
  • Should be able to analyze, monitor, and check the structural modeling (i.e. computer analysis), design, and construction techniques of different Dams’ projects such as concrete Dams, earth & rock fill Dams, roller compacted concrete Dams, and masonry Dams.
  • The successful candidate must be able to assist all technical staff in the Directorate of Supervision on Implementation on Water Development Projects of the Ministry in the project assessments and analyses. He / She must have the personal commitment, drive for results, efficiency, flexibility, creative thinking, and problem-solving skills.
  • Under the supervision of the Director of Supervision on Implementation of Water Development Projects, he/she should be able to establish and develop standard work plans for the Dams safety on the evaluation and analyses of the designs of various types of Dams projects; through reliable data and design calculations and details.
  • The specialist is responsible for looking after every activity related to Dam safety that is being executed in the construction site.
  • The specialist is responsible to continuously visit the site for monitoring and supervision purposes.
  • The specialist is responsible to look after day to day activities of the contractors.

Job Requirement:

  • The candidate shall have at least BSc degree in water supply/Civil engineering with a minimum of 5 years’ experience in the design of water supply projects or a minimum Master degree in water supply/water resources engineering with a minimum of 3 years’ experience in the design of water supply projects having the following qualification and experience:
  • Familiar with AWWA, USBR, ASTM, ACI and USACE international Codes.
  • Fully expert in Software of Civil 3D, Auto CAD.
  • Expert in at least one software for water supply design.
  • Reading, writing and Speaking fluently in English.
  • The experience shall be pure in the design of water supply projects, other experience is not acceptable.
