Deputy Chief of Party (Kabul, Afghanistan)


Job Description

Under the overall direction of the CBARD Chief of Party (COP) and in coordination and collaboration with the DCOP Technical; the Deputy Chief of Party is responsible for ensuring the timely provision and delivery of all, financial, administrative, logistical, and procurement support to the CBARD project.

Job Requirements

Duties and Responsibilites:

  • Review and evaluate the effectiveness and efficiency of operations, adequacy of internal controls and compliance with applicable laws and the safeguard of assets within Roots of Peace’s/CBARD policy framework.
  • Works with the HO to ensure contract compliance, risk management and profitability.
  • Advise and monitor quality standards and value for money and make recommendations for improvement.
  • Where necessary, carry out investigations of alleged fraud, mismanagement, loss of assets or any other investigation.
  • Assist the COP in general management of the project office.
  • Manage personnel and ensure compliance with the CBARD Personnel Policies and Procedures Handbook.
  • Assist the COP in local staff and consultant recruitment, hiring, and contracting.
  • Coordinate logistical support for conferences, meetings and training workshops.
  • Maintain the filing system for general correspondence, information and program files.
  • Manage project property in compliance with UNDP and ROP guidelines and regulations. 
  • Maintain the ROP inventory control system and carry out annual property physical inventory verification on the contract anniversary date.
  • Maintain regular contact with ROP Home Office support staff including the Senior Program Manager, Purchasing Coordinator, Project Accountant, and other assigned staff.
  • Ensure compliance of CBARD Project operations with UNDP, Government of the Islamic Republic of Afghanistan (GoIRA) and ROP administrative policies and guidelines.
  • Administer and manage the efficient utilization and maintenance of project resources, including vehicles, IT and office equipment and furnishings, and any other physical assets purchased by or assigned to the project.
  • Oversee the management of travel, logistics and facilities, and staff assigned to these areas, to ensure efficient, cost effective operations.
  • Assist the COP in preparing local budget projections, using the operational budget.
  • Ensure that the project is complying with the GoIRA Tax Law.
  • Maintain a record of all taxes withheld for the Ministry of Finance on a monthly basis.
  • Prepare financial reports of local expenses by category (labor, transportation, equipment, supplies, etc.) as requested.
  • Assist and reconcile all financial reporting to ensure compliance with ROP, UDNP, and GoIRA formats, requirements, and scheduling.
  • Supervise procurement staff and ensure all procurement related activities are in line ROP policies and procedures.
  • Ensure filing system is audit ready at all time.
  • Assist in establishing checks and balances in procurement, such as verifying vendor information and capabilities, off the shelf price verifications, and review of selected vendor lists to ensure variety of vendors are invited.
  • Coordinate with the technical team in developing scopes of work and bid documents for procuring goods and services;
  • Ensure that request for proposal (RFP) and request of quotation (RFQ) are compliant with UNDP, ROP and GoIRA rules and regulations;
  • Coordinate in the Publishing of RFPs and RFQs.
  • Correspond and document discussions with vendors during bid phase ensuring transparency;
  • Coordinate with technical team in drafting responses to bidder questions;
  • Conduct preliminary evaluation of proposals to ensure compliance with RFP/RFQ terms and conditions;
  • Participate on technical and financial evaluation committees;
  • Prepare technical and financial evaluation reports with input from technical staff;
  • Draft subcontract or purchase order and coordinate approvals with ROP home office;
  • Finalize negotiations with vendors for cost and contract terms.
  • Coordinate with technical team on the acceptance of deliverables.
  • Oversee vendor and contractor payments.
  • Assist in the preparation of work plans, budgets, and procurement plans;
  • Manage personnel and ensure compliance with the CBARD Personnel Policies and Procedures Handbook.
