The Deputy Project Manager supports the program Manager for the management and implementation of the OFDA-funded emergency health project in Nangarhar, Kunar, Laghman and Nuristan provinces.
Overall responsibilities include
In close coordination with the PM, follow up on achievement against indicators as defined in project proposal
Follow up on proper use of PU-AMI assets (equipment, consumables and drugs), ensure documentation of all asset transfers
After analysis of monthly reports, and after coordination and communication of field team, field to field supply of emergency kits’ equipments with considering their expire date and need of the HFs.
Follow up of FATPs for their construction, management and proper use.
Capacity building activities follow up on the field level and their reporting.
Follow up of MHTs for their daily plans through field visits.

The Deputy Project Manager is in charge of supporting the Project Manager for the design, planning, and monitoring of the OFDA funded activities in Nangarhar, Kunar, Nuristan and Laghman Provinces. He will carry out regular monitoring visits and follow up on the data provided by the health facilities to ensure the project is implemented in a timely manner, providing qualitative services to both men and women, in a cost efficient manner.
He will be responsible for the development of relevant project planning and tools for the implementation of project’s activities on the field level, as well as the training and capacity building at the HFs and community level
He will also follow up on the medical inventory in collaboration with the pharmacy department and alert the project manager on any risk of shortage.

Objective 1هدف اول :

– update the JDs and JVs for new staff.

-to do short listing, test and interview of staff.

-to be part of Recruitment committee 

-follow up of Recruitment for vacant positions with HR Department

-to provide program briefing for the newly recruited staff.

Objective 2هدف دوم:

Attendance management acctivitiesفعالیت ها/ وظایف عمده:

– follow up of regular availability of staff in MHTs, FATP, Ambulances and TFUs

-Provide the attendance report of staff  to HR

-update the leave planer with field staff and send to HR on quarterly base.

–ensure that staff should go on leave according to the PUI HR regulations.

 

Objective 3هدف سوم- Project implementation follow up:

Activities/Main dutiesفعالیت ها/ وظایف عمده:

Following up of the work plan
Actively take part in HF supervision process and the monitoring of the program
Regularly visit the project locations (security allowing)
Revise and approve the planning of the team
Set up implementation planning, follow up tools & regular update
Write activity reports (monthly, quarterly, intermediary, final)
Organize needs assessments and surveys

 

Objective 4-هدف چهارم Data collection and follow up

Activities/Main dutiesفعالیت ها/ وظایف عمده:

Ensure data collection needs are well identified.
Ensure data collection tools are well designed, correctly in place and adopted.
Centralize data/tools on a monthly basis and support with insertion of data.
Ensure the accuracy of data with direct monitoring and supervision.
Collect, categorizes and archive original copies of project data.
Assist the project personnel with M&E tools and in supporting them in their use.
Preparation of monthly monitoring reports and Data Analysis report

 

Objective 5هدف پنجم Project Monitoring

    Activities/Main dutiesفعالیت ها/ وظایف عمده:

Follow up the PMT (Projects Monitoring Tool) in collaboration with the Grants officer and Project Manager
Regular monitoring of quality of services provided through field visits
Updating Project Manager, Medical Coordinator and area health manager with field visit reports
Identification of challenges in quality of implementation and follow up with Project Manager: finding solutions and ensuring they are accurately implemented
Developing tools for qualitative and/or quantitative follow up

 

Objective 6 Reporting هدف ششم:

Support Project Manager with programmatic reporting as per NGO requirements
Preparation of cluster and donor reports as per requirements
Drafting Human Interest stories as per supervisor or donor requirements

PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Job Requirements

Job Requirements:

Qualification/ Requirements تحصیلات و شرایط لازمه

MD degree with solid background in public health
Good understanding of the BPHS/EPHS system
Strong knowledge/familiarity with Kunar, Nangarhar, Nuristan and Laghman districts and communities.
Strong capacity of supervision, monitoring, reporting and communication
Experience in nutrition project implementation will be an asset.
Willingness to carry out frequent field visits throughout Kunar, Nangarhar and Nuristan province.
Excellent level of English including writing (significant reporting) as well as Pashto and Dari.
IT skills, computer literacy, including database management (beneficiary database, etc)
Three years NGO experience would be a significant asset
Ability to work under pressure particularly to adopt with security challenging environment.
