Disaster Risk Reduction (DRR) Officer “Zabul” (Zabul, Afghanistan)


Job Description

General Description of Task: Under the direct supervision of Provincial Manager, the DRR Officer is responsible for all disaster risk reduction activities planned under the Integrated Community Resilience Action (ICRA) project in the mentioned provinces. Specific Duties and Responsibilities:

  • Identify current and emerging risk factors, their underlying causes and actions that could help reduce the impacts of future hazards. Assess existing data and plans to confirm DRR and climate action priorities and identify any gaps in the planned interventions to guide operational decision-making and planning. Ensure DRR and climate action elements are part of the program and emergency / recovery assessment.   In coordination with DRM programmatic focal points, identify the opportunities and challenges to support communities to build community resilience, including building back better during the recovery, rehabilitation and reconstruction phases. Prepare guidelines related to the management of DRR & Climate Action in sectorial local branches Elaborate capacity development plan and facilitate training sessions to introduce the climate change topic Coordinate the implementation of the Disaster Risk Reduction and Climate Change activities with other stakeholders and project team. Propose and prepare a community mobilization plan by engaging local decision makers and civil society organizations to insure their involvement in all phases of DRR planning Ensure follow up of the implementation of the Disaster Risk Reduction Support the Preparation of the communication and awareness material regarding community mobilization on Disaster Risk Reduction and climate action along with the Communication Department. Preparation of concept notes for workshops/missions in close collaboration with multiple stakeholders at provincial level. Revision of expert deliverables regarding DRR planning and risk evaluation; Reporting of activities of DRR Preparation of communication material regarding program activities and results Ensure the link with the climate change, Gender, diversity and Organizational Development within DRR actions Stablish the implementation of the Road Map to Community resilience and link DRR resilience to Health Support the implementation of the project for Community Resilience, standards, tools at National Society level. Support the Implementation of the Disaster Risk Reduction and Climate change Strategies Support the development of a long-term program way forward based on the Disaster Risk management experience and Plan of action. Disseminate and Promote the Roadmap to community resilience& climate action framework within the National Societies plan of action, as well as the global mandates on DRR & Climate Change

Other tasks: Any Other Task assigned by the Provincial Manager.

Job Requirements

  • Degree in the mentioned fields in above communications, and/or equivalent working background; 2 years of practical and effective experience in general Business, and protection with NGOs; Strong and fluent proficiency in both written and verbal communications in English, Pashto, and Dari languages; Effective communication skills to establish and maintain the relationship with coordination bodies and stakeholders; Ability to identify gaps, problems, and find feasible solutions for them; Ability to work alongside others under tough/serious conditions to meet deadlines; Good knowledge of culture and localities; Ability to run MS. Word, MS. Excel, and MS. PowerPoint; Flexible and willing to travel to the targeted districts and remote communities;
