ROLE PURPOSE: The central role of this middle management level position is to assist Project Coordinator on the implementation of GPE funded Education Project. She/he is responsible to supervise the work of Community Mobilizers based in community, Teachers/Mentors and work closely with district government authorities, local Shuras (CECs, SMCs, CEC and SC) to ensure that the program is implemented in high quality standard and on best interest of children.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

 

Key Accountabilities

The Education Officer is accountable to carry out the following key role and responsibilities but not limited to:

Assist project coordinator in development and implementation of Detailed Implementation Plans (DIPs).
She/he will assist Project coordinator in establishing appropriate systems/ mechanism to implement GPE Educatoin project in partnership with communities and district education authorities.
Establish links among communities, hub schools, CEC, DED and local stakeholders in order to maintain and strengthen good relationship for better implementation of the project interventions.
Participation in the external provential & district level education meetings and represent the project in a well manner.
Maintain proper filling system of the project.
Regular contact with the SMC, SC, teachers and holding discussion/ meeting about the challanges they face,identify needs and prioritized with a tentative possible solutions. The meeting will be recorded through proper minutes.
Work closely with communities (CECs, SMCs, SCs), DED and PED to improve the quality of learning and access to basic education.
Meetings of CECs, SMCs, SCs and DED and record through proper minutes.
Arrange joint monitoring visits with formal schools, DED and PED/MOE to supervise and monitor the project progress at field level and findings would be shared through a proper report.
Providing technical assistance to MEAL department in the process of project data collections and data management.
Collect information for GPE project data base on regular basis from the field.
Conducting need assessment of formal school and insure safe portable water station are in in place and hygiene standard has been applied in line with evolving MoE guidance and MoPH policy on COVID-19 prevention.
Make sure that school age children has been sensitized on handwashing and proper hygience practices.
Make sure school children have been provided with catch up classes base on test assessment.
Insure that teacher designing remedial intervention based on children;s test result.
Make sure that formal school teachers and shura members conducting back to school outreach.
Support field team in distribution of students and teachers kits to targeted schools.
Develop project orientation package, and organize project orientation sessions for the community mobilizers, CEC, SMCs, SCs, and invite other key community individuals to participate in the project implementation process.
Support training officer in facilitation of workshops and seminars for potential stakeholders and beneficiaries in the area of lesson learned, experience sharing and challenges.
Assist project coordinator in producing of project progress reports, quarterly reports, and annual reports, and or as per donor reporting schedule.
Keep the records of relevant monthly and quarterly progress reports of the project.
Update the filling system daily, weekly and monthly bases with incoming and outgoing correspondence with DED, PED and MoE.
Carry out any other relevant task assigned by the line manager and project team.

Job Requirements

Job Requirements:

QUALIFICATIONS 

Graduated from Education Faculty or any relevant faculty.
At least 3 years of work experience in the implementation of education programs/projects preferably with International NGOs.
Very good spoken and written Pashto, Dari – understanding of English language is essential.
Able to travel inside Afghanistan/ Kabul and related districts, outside of the duty station as and when required.
Good working skills on computer i.e. Microsoft office (word, excel, power point).
Good communication, presentational and inter personal relation skills.
Ability to work independently in the field.
A good team player & problem solver.
Excellent in report writing (progress report) and in understanding the format.

 

EXPERIENCE AND SKILLS:

At least four years’ experience in humanitarian response within the education and protection sectors
Bachelor degree in Education or related field or an equivalent education
Formal training in cluster co-ordination
Strong understanding of General Education System of Ministry of Education and Child Protection Action Network (CPAN) structure
Excellent English communication skills, both verbal and written
Fluency both verbal and written in Dari and Pashtu
Functional capacity
Be able to annualize information, evaluate options, and think and plan in an effective, and strategic manner.
Substantial experience of line management, effective team building’ and capacity development.
Proven record of successful team leadership, management of implementing teams and delivering
Programme objectives in complex, fragile and challenging environments, in particular with regards to staff safety and security management.
Experience of working in Humanitarian Response and Preparedness programmes’
Excellent interpersonal, communication’ and presentation skills.
Commitment to, and understanding of, Save the Children’s Principles and values’ including child rights and child protection
