Job Summary:

The Education and Systems Strengthening Team Leader (based in Kabul) will serve as a senior member of the project management unit (PMU) for the Accessible and Quality Basic Education Activity in Afghanistan. The Education Team Leader will manage a team of technical experts who will be responsible for the design of project activities. The Team Leader will lead the overall capacity building and systems strengthening components of the project. He/she will also play a significant role in introducing and implementing new technical approaches and policies. The Team Leader will report to the Deputy Chief of Party.

Skills Description:

·        Excellent written and verbal skills in Pashto/Dari and English;

·        Excellent time management skills, including the ability to develop and monitor teamwork, plans, and manage competing priorities to ensure timely completion of tasks;

·        Strong problem solving, analytical and communication skills;

Duties & Responsibilities:

  • Manage all the technical capacity development and systems strengthening aspects of the project at the central level;
  • Directly supervise the team of technical experts based in Kabul;
  • In close coordination with the technical experts and Field Implementation Managers, ensure that a capacity development and systems strengthen strategy is developed and executed;
  • Support the technical experts with the development and implementation of key approaches to build capacity and strengthen systems;
  • Manage the flow of information through coherent communication and information-sharing amongst the team members, the MoE, and with the PMU;
  • Contribute to sharing of lessons learned and best practices in relation to technical capacity development and systems strengthening aspects of the project;
  • Serve as the primary liaison for the project within the MoE;
  • Support the preparations of timely and accurate project reports for MoE, the donor, and CARE;
  • Respond to requests from MoE, donor, and supervisors as needed;

·        Accomplish any other job as and when required as assigned by supervisor.

  • In close coordination with the Deputy Chief of Party and M&E and Research Manager, contribute to the development and rollout of tools to measure the effectiveness of the capacity development and systems strengthening strategy.

Qualifications:

·        Graduate university degree in education, adult learning, instructional design, or a related field;

·        At least eight years of relevant work experience in the implementation of large-scale education projects;

·        Experience leading diverse teams of experts;

·        Experience in capacity development and systems strengthening;

·        Experience working with the Ministry of Education in Afghanistan strongly preferred;

·        Excellent written and verbal skills in Pashto/Dari and English;

·        Excellent time management skills, including the ability to develop and monitor teamwork, plans, and manage competing priorities to ensure timely completion of tasks;

·        Strong problem solving, analytical and communication skills;

·        Experience of working with an International Non-Government Organisation (INGO), donor agencies, and/or government agency and a willingness to learn about CARE, gender equality and women’s empowerment activities;

·        Ability to work effectively in a dynamic and complex environment;

CARE seeks an Education and Systems Strengthening Team Leader for an anticipated USAID-funded Accessible and Quality Basic Education Activity in Afghanistan. This procurement is expected to be a 5-year multi-million-dollar project that is designed to implement USAID’s Education Policy in Afghanistan to enable children to acquire the education and skills needed to be productive members of society and foster individual self-reliance.
