Citizen Organization for Advocacy and Resilience, COAR (formally Coordination of Afghan Relief) CoAR is an Afghan, independent, non-political, non-sectarian, and non-for profit organization established in 1989 and registered formally with the ministry of Economy.  COAR actively bridging between donors of humanitarian aid and rural Afghan communities severely affected by almost four decades of wars, internal conflicts, natural and manmade disasters, and complexities. COAR endeavors to reach the unreached and embark on strengthening local coping mechanisms to enable communities to find durable local solutions to their local problems and encourage self-reliance and sustainability. COAR works with communities to proactively utilize their own scarce and limited resource the most efficient and effective way and discourage a culture of aid dependency, except in times of disasters and extreme poverty.  COAR has maintained the access of beneficiaries to basic services with strict observation of humanitarian principles of Independence, Neutrality and Impartiality in practice.

Job Description:

• The Engineer will be part of the Engineering team; he/she will cooperate and work with chief engineer in the technical survey technical proposals preparation and project implementation. The responsibilities of Engineer are including but are not limited to the following:
• Provide technical support to community different types of project in the different stages (technical survey design estimation Bill of Quantities technical proposals preparation project implementation supervision projects status report preparation etc.)
• Close coordination with related community/Social Organizers and CDCs’ members during community mobilization and giving information about projects.
• Educate CDC and GA on boundary identification criteria and engage them in the boundary demarcation process.
• Responsible for mapping of CDCs and GA boundary’s.
•  Strictly consideration of the sustainability of subproject and economical consideration during the conducting of the technical survey.
• Provide detailed and precise drawings of the conducted technical survey.
• Provide detail designed drawings estimation materials and labors cost BoQ required construction material list subproject implementation work plan and technical specifications for materials and construction activities.
• Provide and establish technical proposals along with all related technical forms and checklist.
• Coordinating and liaising with CDCs to ensure effective mainstreaming of environmental/social issues
• Providing of realistic supervision plan for related communities subprojects implementation.
• Support and guide of CDCs’ members that how to procure and purchase required construction material with quality and according to proposal’ technical specifications and also with the cheapest cost.
• Strictly control the quality of construction materials before using it on the site and control the quality of construction activities during supervision.
• Giving required information and technical training to CDC’s members for quality control on-time project implementation transparency and accountability.
• Provide detailed supervision reports and submitted to related supervisor/manager.
• Any other tasks and responsibilities which are assigned by related supervisor/managers senior management and HQ Engineering Division Perform any other duties as required or asked to do by the supervisor.

Job Requirements:

• Bachelor degree in Civil Engineering
•  Minimum of 3 years’ experience in survey design and implementation/supervision at construction projects.
• Good and practical experience with using required technical survey tools like Theodolite Level Abney Level Pipe Level etc.
• Good knowledge and skill in Auto Cad, Arc GIS and practical use of it (it is necessary).
• Good knowledge and skill in MS Office especially project design estimation and BoQ preparation in excel program (it is necessary).
• Be proactive in the identification and solution of technical and procedural problems in the field.
• Have knowledge and ability to strictly consider all contents of Technical Manual and also Operational Manual during subproject survey design and implementation and also handover.
• Ability in the preparation of a good technical report from subprojects supervision.
• Have the ability to manage and fulfill all related duties and responsibilities in a good manner.
• Have the ability to work under pressure.
• Able to speak Pashto Dari and English.
