BACKGROUND:

DAI is implementing the USAID funded Afghanistan Competitiveness of Export-Oriented Business Activity (ACEBA) Program. The objective of this program is to enhance capacities of Afghan exporters and micro, small, and medium-sized enterprises (MSMEs) associated with export-oriented value chains, such as: carpets, marble and granite, precious stones and jewelry, saffron, and cashmere as a means of promoting sustainable economic growth and increasing employment.

Job Summary:

PURPOSE

The Export/Trade Regulatory Advisor will be responsible for the interpretation of existing export/import and trade regulations and their effects on MSMEs and exporters. He/she will collect and clarify existing regulations when necessary and assist MSMEs to conform with these requirements. He/she will support the drafting of improved policy recommendations that alleviate constraints and promote trade and exports across the project’s five value chains. He/she will also provide support to the regional teams to ensure MSME’s receive tailored help to expedite the export of products and the import of equipment and materials needed for production.

The Export/Trade Regulatory Advisor will be based in the Kabul head office, with travel as required.

• Demonstrated ability to manage, mentor, and build the capacity of business associations and project national staff;

• Experience in management of USAID funded programs and mechanisms that support MSMEs and export-oriented enterprises preferred; and

• Fluency in written and spoken English, with native language skills in Dari and/or Pashto.

Duties & Responsibilities:

OBJECTIVE AND DUTIES:

• Provide trade policy development and advisory support to help alleviate export related constraints the value chain MSMEs;

• Collect and clarify existing regulations for dissemination through Regional Export Accelerators, assist with clarification and interpretation of these when necessary;

• Assist MSMEs to meet the requirements of trade regulations, to include Afghan regulations and regulations relevant to export destination countries.

• Ensure MSME’s receive tailored support to expedite the export of products and the import of equipment and materials needed for production.

• Draft policy recommendations that lead to strengthening Afghanistan’s regional trade and transit regimes;

• Build the capacity of relevant business associations in the area of trade and export regulations.

• Provide policy inputs and recommendations to promote trade across the five value chain sectors;

• Help facilitate dialogue between Government and MSMEs in trade policy development;

• Work with local business service providers to augment the public and private sectors’ ability to interpret trade policy options;

• Review proposals that merit support through the Export Acceleration Fund to drive productivity improvements within the MSME businesses and boost Afghan exports;

• Capture lessons learned from activities to feed into ongoing development of new programming; and

• Perform any other duties assigned by the COP or Deputy Chief of Party/Technical as required.

Qualifications:

QUALIFICATIONS

• Master’s degree with 5 years’ experience or bachelor’s degree or 7 years’ relevant experience;

• Degree in in economics, entrepreneurship management, or related field preferred.

• Significant experience in the areas of MSME development and growth;

• Government advisory experience in analyzing government policies, informing ministries, and coordinating with Ministerial departments and agencies on policy implementation;

• Demonstrated ability to manage, mentor, and build the capacity of business associations and project national staff;

• Experience in management of USAID funded programs and mechanisms that support MSMEs and export-oriented enterprises preferred; and

• Fluency in written and spoken English, with native language skills in Dari and/or Pashto.

REPORTING:

• The position reports to the BEE Advisor.
