Family Support Manager (Re Announced) (Nangarhar, Afghanistan)


Job Description

Main Purpose of the Job:

 

The Family Support Manager will work in close coordination with the family support Deputy Coordinator to design and implement protection programming for women and girls.  This position will supervise 2 Senior Officers in Nangarhar to implement family support response and community outreach. In addition, the family support Manager will support the family support Deputy Coordinator in working closely with INGOs, NGOS, government agencies and clusters to develop women protection programming for women and girls throughout Afghanistan.

 

 Duties and Responsibilities: 

Technical Quality

  • Ensuring that WPE program activities are women, girl and survivor-centered, and adhere to best practice and GBV guiding principles, flagging any concerns to the WPE Deputy Coordinator in a timely manner
  • Conducting regular, weekly online supervision and provide remote support to oversee the successful implementation of WPE activities in Herat and Nangarhar
  • Supporting the WPE Team to continuously monitor and assess risk across all their services, activities and sites of operations
  • Meet regularly with the site teams to discuss, design, plan community outreach and mobilization of WPE activities
  • Meet regularly with the WPE Deputy Coordinator to discuss programming progress, successes, challenges, responsiveness of our program and putting in place an action plan and follow up

  Staff Supervision and Development

  • Directly supervise and mentor WPE Senior Officers in Herat and Nangarhar
  • Ensure timely completion and submission of monthly timesheets, communicating clear expectations, setting performance objectives, probation reviews, and annual performance reviews
  • Monitor staff care and well-being and approve and manage all leave requests to ensure adequate coverage
  • Through close work with the WPE Team, ensure that all new staff are provided with the core WPE and GBV training package and identify opportunities for further training
  • Assist with the recruitment of program staff and incentive workers

 

Case Management & Community Outreach and Risk Reduction Support

  • With technical guidance from WPE Deputy Coordinator, provide technical support the WPE Senior Coordinators on high risk and/or complex, difficult cases
  • Ensure the WPE team are using functional, survivor-centered referral pathways and conducting safe, confidential and appropriate referrals in line with best practice
  • Support the WPE Team in implementation of the protection cash program through our case management in-line with the SOP
  • Support the WPE Team in implementation and facilitation of focus group discussion and key informant interview in order to better understand the needs of the community. Support the development of appropriate messages on the types of services and support available to survivors of GBV, where these services are available, how communities can support survivors to access services, and the consequences of GBV and the benefits of seeking care and support

  Monitoring and Reporting

  • Ensure GBV information generated from our services is managed in-line with ethical standards, the GBVIMS guidelines, information sharing and data protection protocols
  • In cooperation with the WPE Deputy Coordinator, continuously monitor activities, assessing their relevance to the needs, priorities and interests of women and adolescent girls
  • Submit weekly activity summary reporting gathered from your sites Keep close track of indicators on a monthly basis, and flag to the WPE Deputy Coordinator when programs are behind in activity implementation

 

Budget Management

  • Update procurement plans for your sites of operation on a monthly basis ahead of procurement review meetings, send complete procurement plans to the WPE Deputy Coordinator
  • Ensure estimated prices, supply chain procedures and specifications of items on procurement plans are reviewed by Supply Chain and Finance teams during monthly procurement review meetings
  • Develop spending plans based on procurement plans and submit to the WPE Deputy Coordinator Raise PRs for program activities and materials, follow up on PRs, their tracking and completion As requested by WPE Deputy Coordinator, prepare internal reports within agreed deadlines, including feeding into donor reports in time with deadlines, ensuring the accuracy of the information provided

 

Coordination

  • Collaborate with the Humanitarian Access team, security focal points, and WPE Deputy Coordinator to ensure smooth access for program implementation cooperation with local stakeholders and the ability to implement programming in multiple locations and in line with humanitarian principles
  • Develop and maintain effective working relationships with relevant with NGOs, UN agencies, government authorities and sub-clusters.

 

Other:

  • The ability to regularly travel to provinces in which IRC operates, including but not limited to, Herat and Nangarhar.
  • Other relevant duties as assigned by the WPE Deputy Coordinator to support the implementation and quality of the program

Qualification and Requirements:  

Job Requirements

  • Post graduate degree in social work, humanities, other social science or related field
  • At least 3 years professional technical experience, including 2 years implementing humanitarian protection programs in emergency and conflict contexts
  • Clear understanding of the impact and dynamics of GBV on women and girls
  • Demonstrated interest, enthusiasm and commitment to working with women and girls, and their rights, safety, empowerment, and improving their access to resources and services
  • Direct experience in providing basic counselling, psychosocial support, case management, and delivering services to women and girls GBV survivors
  • Experience providing training and mentoring to others
  • Experience in supervising a staff of at least 10, activity design, planning and monitoring, and overseeing direct services Demonstrated understanding of and ability to maintain confidentiality and respect for clients
  • Positive and professional attitude, including ability to lead and work well in a team setting
  • Ability to discuss sensitive issues with respect, empathy, and professionalism Knowledge and experience with community outreach and mobilization
  • Familiarity with principles of monitoring and evaluation; experience in writing brief narrative reports and data reporting
  • Basic computer skills and familiarity with Word/Excel
  • Fluency in English and Dari required
