Job Description

Purpose of the position

  • Under the overall guidance and supervision of the Multi Sectorial Program Manager, the FSL/ERM DPM will be responsible for the organization and implementation of lifesaving intervention and program activities.

 

Responsibilities:

Objective 1:      Organize and implement lifesaving intervention and cash distribution activities

Ensure implementation of activities defined; Plan in the field the activities according to the project’s expected development; Aware regarding lifesaving intervention to team and community Evaluate and update project needs (technique with beneficiaries selection criteria); Suggest appropriate questionnaires; Apply the follow-up and supervision tools of the project; Identify and inform the program manager of any problems or constraints; Ensure follow-up of the project’s progress and debrief it on a daily basis Propose solutions and improvements concerning the project’s progress; Coordinate activities and sensitize local partners in the field. Involve and inform the communities in the implementation of the program Involve and inform the GOV authorities at district level in the implementation of the program especially during cash distribution.

 

Objective 2:      Participate in the evaluation and reorientation of the project

Participate in FSL-DRR department meetings if requested Analyse and build on experiences in order to share the lessons learnt Propose new directions for the project to the PM Weekly update report and progress to program manager

 

Objective 3:      Manage the project’s team for distribution

Sensitize and mobilize the communities during cash distribution Develop distribution plan and distribution document in close coordination with program manager Train the team members (field officers) on the project implementation specially cash distribution modalities Organize the work of the team to optimize the capacity of each team member Participate in the distribution process within different distribution sites Regular monitoring of field activities  Develop all essential documents for distribution with the support of the Multi Sectorial PM

 

Objective 3:      Reporting and coordination

Assist PM in developing project progress reports Assist PM in developing project quarterly, 6 monthly or month reports Assist PM in developing success stories, lessons learned and capacitation reports and other ad-hoc reports requested by FM/FC/ or FSL-DRR department Assist PM in keeping regular coordination with all project stakeholders including the target communities, government agencies, other NGOs or INGOs Represent AAH and the project on provincial level in all coordination or technical meetings between the stakeholders Coordinate with MEAL to ensure quality and accountability Coordinate with all relevant departments on base level to ensure all project activities are implemented as per agreed timeline and guidelines

 

Objective 4:      HR

Support PM to ensure that recruitment of all project positions is done in a timely manner Support PM to carry out appraisals of all project staff before the end of the project implementation Support PM in communicate internal grievances between project staff to Field Coordinator and HR department

 

Objective 5:      Logistics & Finance

Support PM to prepare the Procurement Plan in collaboration with the Logistics department Support PM to anticipate and raise all procurement requests related to the project activities Coordinate with the Logistics department to follow-up on the deliveries of requested items Ensure donor’s guidelines are respected in regards to items procurements Support PM to forecast expenses for all project-related budget lines Support PM to track expenses on a monthly basis and monitor remaining budget through the use of the Budget Follow-Up Highlight issues with budget with program manager and Finance department Ensure donor’s guidelines are respected in regards to financial expenses

Background

Action Against Hunger (AAH) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.

Job Requirements

Qualification/level of study: Higher Education degree/diploma in the fields of agriculture, veterinary/animal science, humanitarian sciences, social sciences or relevant fields.

 

Skills required:

Experience:

  • Minimum 3 years of Experience in rural development projects, humanitarian assistance and distribution projects, experience in CBI is an asset
  • At least 2 years of working experience as a Food Security and Livelihoods (FSL) supervisor or junior manager role (or any similar position) in local or international organization.
  • Experience in field work or field position

 

Required Skills:

  • Good knowledge of cash base intervention techniques and good practices
  • Knowledge of local context is mandatory
  • Organizational and managerial skills
  • Analytical capacity and mobilization skills
  • Flexibility regarding working hours and tasks

 

Languages:

  • Fluent in Dari and Pashto (written, spoken, read); required.
  • Fluent in English (written, spoken, read).
  • Knowledge and skills with computer programs especially data analyses.
