G. Head of Procurement (Kabul, Afghanistan)

Ariana Afghan Airline General Head of  Procurement is responsible for procurement and supply the goods and services in right time, with the reasonable price and good quality the organization requires during a financial year, AAA General head of procurement is supervising AAA procurement team and it  is one of the key position in the organization and have very effective and efficient roles in managing organization resources, cost control and service provision to all departments and facilitate the whole organization to achieve its strategic objectives.

Main Responsibilities:

• Prepare work plan for the unit and prepare procurement plan for the organization
• Liaises with key company departments to determine their product and service needs
• Establish and develop systems and procedures
• Develop terms of reference, RFP, project proposals, SBD, evaluation reports, and contracts in local and English languages
• procurement of goods, works and services as per procurement law and procedures at both local and international levels
• To oversee the procurement of goods, works and services so as to minimize time delays
• Ensure transparency and accountability is maintained in overall procurement transactions
• Liaises with NPA and NPC for the procurement of goods and service more than AAA threshold
• Assess market and Identifies and researches potential new suppliers
• Assesses total costs of company purchases
• Develop standard filing system and tracking system of all purchases
• Capacity building and training of procurement and non-procurement staff in national procurement law and procedures
• To lead and manage three procurement grade 3 heads
• Prepare consolidated and required reports to the VP Admin and Services
• Any other relevant task assigned by supervisor

• Bachelor degree in Mechanical engineering, BBA and Similar degree or certified in procurement (CIPS)
• More than five years managing and directorate level procurement experience
• Fluent in English, Dari, and Pashto
• Well familiar with Microsoft office
• Good reporting skills
• Team building and team leading skills
• Goods relation and change management skills
