Job Description
The Health Technical Extender will provide overall support to UNICEF ACO and zonal offices on EPI and MNCH projects and activities involving implementation, monitoring, evaluation, and reporting of health activities in the catchment areas of related zonal offices. He/she will review specific MNCH and EPI activities and will ensure timely project targets are achieved.
The Health Technical Extender will be assigned to provide oversight to MNCH and EPI activities and the implementation of projects in the provinces in each zone, from where he or she will provide in-depth assistance to UNICEF zonal offices and ACO Health Section, as well as to the Provincial/ Ministry of Public Health.
Specific Tasks:
Provide assistance to the zonal UNICEF office and Health Specialist and MoPH and DoPH staff and UNICEF ACO staff in coordinating, implementing and assessing UNICEF’s Health programmes in the Province.
These programmes include:
- Programmatic visits and field monitoring visits
- Emergency preparedness and response
- C4D activities
- EPI services
- Health facility equipment and commodities support
- IMCI Zinc ORS copacks, chlorhexidine, and other commodities distribution and training
- Mobile health teams in hard to reach areas*
- CHW demand generation, home visiting and newborn care training*
- MCH handbook introduction working closely with MCH-HB provincial extender*
- Referral system support through standard ambulances, Zaranj mini ambulances, conditional cash transfer and maternity waiting rooms*

Overall for all Mid-Level Technical Facilitators the work involves:
- Work planning, oversight, coordination and assistance
- Developing and reporting on monthly work plans and tracking sheets
- Developing annual monitoring plans with quarterly updates for EPI and MNCH projects and programs
- Maintain own electronic work plan which is submitted weekly to zonal health specialist
- Reporting on work to line managers and team meetings weekly
- Active participation in planning, review and participation in meetings, events, workshops, trainings
- Coordinating planned activities with health stakeholders
Programmatic visits and field monitoring visits:
- Perform PV and FMV as instructed by supervisors and according to work plan and ad hoc using standardized forms
- Maintenance of monitoring forms and tracking templates including careful filing and recording in assigned electronic and hard copy folders
- Follow up of the recommendations which arise from monitoring visits
- Reminders to Zonal Health Specialists about high priority recommendations that require follow up
Emergency preparedness and response:
- Assist zonal specialist in preparing and sending monthly emergency data in the monthly tracking sheet
- Perform monitoring visits using standardized form
- Support emergency activities including supplies, training and data collection as requested
EPI services:
- Perform monitoring visits using standardized form
- Support EPI activities including supplies, training and data collection as requested
Health facility equipment and commodities support:
- Perform monitoring visits using health services monitoring form including community monitoring
- Support HF activities including supplies, training and data collection as requested
- IMCI Zinc ORS co-packs, chlorhexidine and other commodities distribution and training
- Perform monitoring visits using standardized form
- Support IMCI activities including supplies, training and data collection as requested
CHW demand generation, home visiting and newborn care:
- Perform monitoring visits using standardized form
- Support CHW activities including supplies, training and data collection as requested
- Support Community health efforts including FHH
MCH handbook scale up:
- Perform monitoring visits using standardized form
- Together with MCH-HB extender, support MCH-HB activities including supplies, training and data collection as requested
Other: Other administrative work to MoPH and DoPH and BPHS and other locations as requested by UNICEF staff

Job Requirements
Education: Graduate from advance education in public health, maternal and pediatric health, health research, health policy and strategy, and/or management of health projects, MD, or MBBS.
Work Experience: 3 years of professional experience in public health planning and management and/or in relevant areas of maternal and neonatal health care, health emergency/humanitarian preparedness.
Language: Fluent in English with good writing skills and good working knowledge of local language/s of the duty station (Dari and / or Pashto).
Computer: Ms. Office and Internet
Others: Team player, Able to travel to field including insecure areas and stay there for long period, having communications and reporting skills
