Job Description:

HMIS (Health Management Information System) Manager is responsible in planning, organizing, implementing, controlling and follow up all HMIS activities in all projects. Strengthening the HMIS system, skills of all involved and keep close co-operation with MoPH HMIS department and donor. He/she will provide support to PMEU in generating questionnaires and checklists as well as producing reports according to the program requirements.

HMIS Manager is responsible to:

  • Compile, analyse and interpret health data and information received from provincial level.
  • Provide updated HMIS forms for all health facilities.
  • In co-operation with the PME Director oversee the planning and ongoing training, which relates to HMIS.
  • Conduct initial and refresher HMIS training and provide on-job training for provincial offices.
  • Ensure quality in projects and programs through provision of updated relevant and timely information for the purpose of planning, implementation and evaluation of the programs.
  • Provide accurate and updated feedback on data collected from projects.
  • Compile and submit HMIS monthly, quarterly and annual progress report.
  • Give advice and support to the project and program staff in HMIS related tasks (e.g., data collection, analysis and use of health information.)
  • Visit and supervise the HMIS activities of the health facilities. eg. Routine reporting, surveys, group discussions, etc) based on work plan.
  • Assist the PMEU Director and the Management Team in planning, budgeting, evaluating and reporting of the health programs.
  • Attend HMIS taskforces of the MoPH and adopt new strategies, techniques for organizational data management system.
  • Enhance ability of project and program staff in HMIS related tasks by conducting workshops, on-the-job training and through other means upgrade skills of information gathering and analysis.
  • Provide support to the PMEU Director in development of the quarterly program activity reports and annual reports.
  • Participate as a team member in conducting quantitative and qualitative surveys and data analysis
  • Ensure transfer of technical knowledge regarding HMIS and Data use to the project locations
  • Enhance ability of project and program staff in HMIS related tasks by conducting workshops, on-the-job training and through other means upgrade skills of information gathering and analysis.
  • Carry out any other tasks assigned by direct supervisor.

Job Requirements

Job Requirements:

  • MD/ Equivalent medical degree from university certified by relevant higher education authority in Afghanistan. Holding MPH Degree is preferred. At least 5 years work experience in the field of public health or managing health care projects with HMIS components. Exposure to different training methodologies and supervision. Ability to travel to remote locations in Afghanistan to observe and asses HMIS activities, and monitor and support project activities. Good written and interpersonal communication skills. Knowledge of local culture and traditions. Commitment to working in the HMIS field. Computer knowledge (Word, Excel, Access) Fluency in English language.

Skills required:

  • Highly organized with keen attention to detail and ability to prioritized multiple responsibilities negotiation and conflict solving skills Strong presentation and communication skills oral and written in Dari, Pashto and English. Must be proactive being a member of management team Must be patient diplomatic and professional Ability carry out responsibilities and make decisions independently Must have strong facilitation skills and work as a team player
