Job Description

Duties and Responsibilities Under the direct supervision of the DRA Manager in Kabul, the Project Officer will work within DRA/ERM at humanitarian aids department in Kabul. This responsibility is focused on assisting the program implementation in terms of planning, coordination, partnership relation and progress monitoring through time to time support to the DRA manager in Kabul. This includes internal and external relations and reporting. Meanwhile, the project Officer will ensure efficient coordination, partnership building and capacity building support to the partners organization and staff. This will include but not limited to the followings; Project coordination: Support DRA Manager in Coordination between consortium members, implementing partners and program stakeholders at central level and at the fields; Provision of administrative support in terms of coordination, partnership building and resource mobilizations; Relationship management among the consortium members, local partners, relevant Ministries and other stakeholders; Partnership Support: Support DRA Manager in Assessing partners and provision of technical support through training design and delivery; Build the capacity of partners staff in terms of coordination, implementation, monitoring, evaluation and reporting; Coordinating activities between consortium members and local partners; Preparing and circulating agendas, preparatory information; Drafting and circulating minutes of meetings; Follow-up on initiatives agreed upon at the consortium level; Capacity Building: The project officer will be based at humanitarian Aids department in Kabul and under the overall supervision of the DRA/ERM Manager, to be responsible for identifying the training needs and coordinate activities for the development of institutional and managerial capacities of local partners, program staff and communities and institutions engaged. Under the direct supervision of DRA/ERM Manager, the incumbent will carry out the following tasks: Identify training requirements-both fresh and refresher at all level for various functionaries; Provide technical support in reviewing and designing curriculum for training manuals; Help maintain a database of trainings and technical consultations to the partner organizations; Facilitate dissemination and exchange of expertise in the concerned field; Report trainings and activities for website and publications Perform any other tasks related to capacity building; Key Deliverables: Support DRA Manager in Development of partnerships with government institutions, partners agencies, private sector, civil society to mobilize resources in a sufficient way; Establish new partnerships and enhance existing partnerships with stakeholders, in order to strengthen the responsiveness, effectiveness and efficiency of the program deliverables; Coordination of the DRA Work Plan and Reports, establishment of effective mechanisms for monitoring project-based action items discussed at Coordination Council level meetings; Other duties and responsibilities asked by the manager; Impact of Results The results of the work of the project Officer will impact the DRA program in the following ways: Increased coordination success which will contribute to positioning Cordaid as a key humanitarian partner in the country; Strengthened partnerships between Cordaid and local partners as well as international humanitarian partners; Strengthened donor relation in terms of understanding and reporting; Developed partners capacity for ensured localization and commitments; Assisted Cordaid for humanitarian programing in the country; Competencies Corporate Competencies: Contribute in demonstration of integrity by modeling the Cordaid values and ethical standards; Contribute to promotes the vision, mission, and strategic goals of Cordaid; Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability; Treats all people fairly without favoritism; Managements: Contribute in building strong relationships with partners, focuses on impact and result for the client and responds positively to feedback; Consistently approaches work with energy and a positive, constructive attitude; Demonstrates good oral and written communication skills; Demonstrates openness to change and ability to manage complexities. Job Requirements

Required Skills and Experience Education: Essential: University Degree in any of the disciplines under Social Sciences, Management, Emergency Relief and/or relevant fields. Experience: Minimum 4 years’ experience in the humanitarian sector having relevance to emergency relief, and other humanitarian interventions; Work experience in government, and civil society organization specifically in managing partnerships, coordination and reporting; Experience of working in the field of humanitarian is required. Language: Fluency in English and local languages Pashto/Dari; Others: Extensive travel within the country, districts and cities would be required; Knowledge and Learning Contribute to promotes a knowledge sharing and learning culture in the State; Actively works towards continuing personal learning and development in the subject area of the project, acts on learning plan and applies newly acquired skills. Development and Operational Effectiveness: Ability to apply conceptual models in support of implementation of the program; Good knowledge of the results based management of the projects; Strong IT skills; Ability to support implementation of initiatives;
