Job Description:The National Water Affairs Regulation Authority is seeking to engage a qualified national Design Supervision Engineer to support the team in Central Project Management Office (CPMO) responsible for implementing the ADB funded of AIWRDP and overlook all activities of consultants and companies related the AIWRDP. The CPMO is currently in the stage of procuring the consulting services for detailed design and implementation support consultant. Design and preparation of tender documents is being carried out for civil works of dam and irrigation projects. Specific tasks to be undertaken by the Hydraulic Structure Manager include, but shall not be limited to:

  • Ability to lead survey team to acquire required data for hydraulic structure analysis and design. Ability to analyse survey data for practical design purposes. Ability to analyse and design projects including check dams, weirs, barrages, canals, canal head works, canal drops, canal offtakes, culverts, etc. Monitor performance of the supervision team supporting the PIO (RBA) whether they are able to provide direction, supervision and leadership during project implementation; Advice and support the Head of Design Team (CPMO) in coordinating matters related to the project implementation and management with relevant stakeholders and/or other third parties; Visit the site as needed if any design issue comes up; and resolve such issues with close co-ordination of FSDD or ISC and determine if full and detailed site records, including correspondences, weather, plant, labour, material, workmanship quality, construction diaries, measurements and certifications, minutes of meetings, and, all other relevant records pertaining to implementation activities are properly maintained on project sites; Assist and Advise the Head of Design Team (CPMO) during meetings with consultants and contractors (i.e. monthly management meetings) and other meetings as deemed necessary from time to time to facilitate the progress of the works and/or tackle issues requiring resolution; Review of routine progress reports and provide updates to the Head of Design Team (CPMO) on assessment of the project´s physical progress as compared with the approved programme and financial progress, including an estimate of the final cost of the works, taking into account any changes in quantities, extensions of time, variations and claims; Review updated Project BOQ cost throughout the Project duration, monitor Final Inspections conducted by supervision consultants; Ensure close coordination with other component teams on assigned tasks so that an integrated approach is realized; Provide oversight to the work of the feasibility study and detailed design firm by checking and commenting on deliverables on priority sub-projects (using the list prepared by the PPTA team as a basis), selection of logical packages of sub-projects for design and construction packages, feasibility study and detailed design of irrigation rehabilitation and upgrading (R&U) works (for head works and main canal structures) for sub-projects selected by the CPMO-NWARA/DIAL. Co-ordinate with the feasibility study and detailed design (FSDD) firm in organizing and conducting training courses in irrigation R&U design (using the P-ARBP User’s Manual and excel sheet) for staff from NWARA, RBA, SBAs (and possibly national companies and staff from MAIL/DAILs) so that they are aware of the design process. Update the PMO Director on organizing and conducting such training courses. Co-ordinate with the ISC firm in setting-up supervision systems, following the supervision manual and practices set-up under the EU-funded Panj-Amu River Basin Programme. Organise training for SBA engineers (and private contractors) in such systems. Such training could be outsourced (e.g. to Kabul Polytechnic) to build local long-term capacity; In direct coordination with MAIL CPMO, oversight and assist in conducting training for WUAs/IAs in operation and maintenance (O&M) to 1) improve the conveyance and allocation of water through rehabilitating and upgrading R&U head works and main canals in priority schemes and 2) establish and strengthen the capacity of Irrigation Associations (IAs) to operate and manage irrigation infrastructures to improve distribution of water within schemes. Any other task assigned by supervisor 

The above job description contains the main duties and responsibilities for this position. However due to constantly evolving priorities within the implementation of projects funded by the Asian Development Bank, the candidate must be flexible in terms of allocation of complementary tasks.

About C_PMO/NWARA:The National Water Affairs Regulation Authority (NWARA),Islamic Republic of Afghanistan has received four grants under the Agriculture and Natural Resources (ANR) sector portfolio of ADB. NWARA has established a Central Program Management Office (CPMO) to centralize and streamline the activities under these grants. The CPMO handles procurement, project administration, contract management etc. for the projects financed under the Grants.

  • Engineering bachelor degree, preferably civil engineering/Hydraulic Structure Design or a water related engineering degree; At least 5 years’ experience in all stages of the design of irrigation infrastructure (e.g. headwork’s/intakes, cross-regulators; bank protection; off-takes), including: oversight of required design information gathering surveys necessary for the analyses and development of irrigation systems: walk-through problem identification surveys with local water users; agriculture surveys to establish cropping patterns before and after project; establishing vertical elevation control for all structures with accurate topographical surveys; hydrology data for estimating design flood discharge at main canal intake sites; estimating crop water requirements with FAO CROPWAT8, CLIMWAT2 software to establish design discharges in canals; Perform review of different aspects of project plans including, structural and hydraulic analysis of weirs, canals, retaining walls, Canal head works, offtakes, small check dams, etc. Assisting the analysis and evaluation of hydraulic structures designs including, weirs, barrages, canals, canal head works, canal drops, canal offtakes, culverts, etc. Help with reviewing hydrological analysis of the afore mentioned hydraulic structures projects. Assisting implementation of afore mentioned hydraulic structures projects. Capability for field data collection and developing questioners for feasibility study and detail design level. Develop and maintain proficiency and competency in all aspects of hydrologic and hydraulic analysis and design. Educate, train and develop junior engineers and designers. Travel on regular basis to various NWARA project locations to provide technical advices and management support. prioritizing needed structures according to project budgetary limits and priorities of water users; estimating cost of structures according to standard norms of work item costs used in Afghanistan; preparing design drawings and BOQs for tender documents; Familiarity with ADB documentation requirements for environmental and social safeguards (IEEs and LARPs) Experience in providing training on irrigation infrastructure design and supervision; Experience with using FAO CROPWAT8, CLIMWAT2 is required; Professional knowledge of Canal Design and Canal structure design software Knowledge of WINFLUME software Experience of estimating anticipated flood using HEC-RAS, HEC-SSP, and HEC-HMS or other software, excel sheets etc. Experience with GIS applications preferable but not mandatory; Demonstrates technical writing skills for reports and letters Experience with using AutoCAD and Civil 3D is highly preferable. Experience with working on a donor-funded project is preferable but not mandatory; Experience of working on projects located in the Panj-Amu Basin is preferable but not mandatory; Fluent in English and Dari (spoken, reading and written)
