General Scope of the job

National Water Affairs Regulation Authority (NWARA) will have a numerous Dams feasibility studies projects and several detailed design and construction of dam’s project in the Years (1399-1404). The above-mentioned projects will be awarded to national and international competent companies.

The companies will submit the studies reports, design packages and construction submittals to National Water Affairs Regulation Authority for review; to conduct the review on a professional manner the NWARA is seeking for employments of competent professionals.

Job description, Responsibilities and Tasks

  • Review the Project’s Study Report and propose amendatory/ corrective and productive recommendation.
  • Review the project’s Study report and issue No Objection on behalf of Client if the document meets the applicable Code and Standards or when the document revised based on his/her recommendations.
  • Any other task assigned by the related supervisor.
  • Review of the hydrology reports of pre-feasibly studies, feasibility studies, and detailed design stages of dams and other Civil Engineering projects. Preparation of hydrology repots.
  • Working with specifically designed computer modeling packages to assess the most effective methods of managing available water in a particular area;
  • Analyzing the effect of environmental changes on water flow;
  • Studying the effects on flows brought about by changes in land use, such as a forestation or crop irrigation;
  • Planning responses to specific weather conditions, such as droughts and floods, and assessing the impacts of such events on water catchments and supplies;
  • Undertaking hydrological modeling to allow the development of flood forecasting and drought management strategy;
  • Assisting in the planning of water resource development by forecasting and monitoring water usage and rainfall;
  • Estimating water yields, taking into account the utilization of water in a specific natural drainage area (‘catchment’);
  • Assessing the relationship between rainfall, run off, and soil and rock features for the catchment;
  • Investigating factors affecting acidity, nitrate levels or other diffuse pollution of surface water;
  • Calculating and auditing water resource systems and analyzing this data;
  • Implementing relevant regulations;
  • Dealing with enquiries from external bodies and individuals, such as water regulators, consultants and researchers;
  • Providing project-management consultancy in installing new river ₐow gauges;
  • Overseeing data collection on-site by hydrometrics and other staff;
  • Supervising the collection, processing and evaluation of data for water resource planning and food management;
  • Applying hydrological and statistical techniques to water resource modeling and analysis;
  • Developing computer systems to improve the efficiency of data collection and analysis;
  • Keeping up to date with new research and techniques in all areas of hydrology.
  • Reviewing hydrological analysis and reservoir balance of dam projects;
  • Prepare and oversee O&M of drainage analyses and designs including hydrology, open channel hydraulics, culvert hydraulics, storm drains, pump stations, spillway, weir, and
  • Other hydraulic structures of the dam;
  • Ensure appropriate coordination and communication between O&M team for assignments and deadlines;
  • Field data collection and developing questioners for annual O&M plan;
  • Participate in developing a holistic strategic plan for moving the water sector activities into development phases;
  • Establishing good relationships with hydraulic structures projects’ stakeholders;
  • Develop and maintain proficiency and competency in all aspects of hydrologic and hydraulic analysis and design. Educate, train and develop junior engineers in field of hydrology.
  • Ensure compliance with applicable laws, regulations, policies, and NWARA preferences;
  • Visit on regular basis to various structures of Dam project locations to provide technical advices and management support;
  • Hydrological assessment of seepage flows through and under the dam structure and associated risks by visual means;
  • Assess projects staff capacities and develop training needs recommendation plans for NWARA staff in field of hydrology.
  • Assist in assuring that work is done on schedule and to quality standard;
  • Cooperate with the independent consultant or officials during the inspections.
  • Ensure all critical hydrological documents are kept and maintained safely;
  • Provide other technical advice and duties as requested.
  • Review and analysis of hydrological data contractors utilized on dam design.
  • Collection and processing the satellite data for hydrological modeling.
  • Calculate of base flow, discharge runoff, direct runoff coefficient and effective rainfall of the river Basin.
  • Assessment and calculate of rainfall runoff, flood runoff analysis and flood forecasting.
  • Calculate of flood probability and return period’s time.
  • Calculate of water balance, water loss, and rainfall losses of the river Basin.
  • Estimation of supply ability of the basin for the future demands.
  • Mapping of river course and simulated of the watershed input to the river Basin projects.
  • Provide and analyze of the technical and economical input to the river Basin projects.
  • Simulated and improvement of the hydro meteorological data for hydrological development projects.
  • Provide a methodology for the filling of the hydrological data gaps of the hydrological station.
  • Hydrological data processing and analyzing.
  • Comparing data from the same river- upstream and downstream stations.
  • Analysis of hydrometric measurements and stations cross- sections.
  • Analysis of existing or creating new rating curves; curves are maintained and revised regularly.
  • Calculation of discharge from water level data and rating curves.
  • Numerical simulations, analysis and hydrological modeling.
  • Run GIS analysis on QGIS, for the river basin mapping and watershed delineation creating.
  • Run IFAS, IRIC, HEC- RAS, HEC-FDA and WEAP software to develop river basin models.
  • Run X – connect software for hydro metrological data analyzing and processing.
  • Run and simulate climate, water resources models and other software application based on projects requirements.
  • Calibration and validating of climate and water resources models.
  • Statistical performance tests and analyses.
  • Used water availability /water balance software to develop river basin models.
  • River basin modeling
  • Using of simulation model for river basin management
  • Using of optimization modeling for economic propose of water
  • Develop the reservoir operation model.
  •  Will need travel to provinces.
  • Any other task assigned by the technical board coordinator/supervisor.

 

Background

About National Water Affairs Regulation Authority :

In accordance with the Decree 36 of the presidential office of the Islamic Republic of Afghanistan in view of national politics and strategy of the country during 1398, the National Water Affairs Regulation Authority (NWARA) has been established from one existing ministry: Ministry of Energy and Water.

The Government of Afghanistan has identified the rehabilitation and expansion of the country’s physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the water sector occupies special prominence in the Government’s development plans. Several major Water sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the National Water Affairs Regulation Authority (NWARA).

Given the technical complexity of the Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the NWARA assists its administration that will be based in Kabul and will reinforce NWARA in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for water sector development.

Job Requirements

Job Requirements:

Qualification, experience and required skills,

The candidate shall have a minimum of Master degree in  hydrology or hydroinformatic or water resources engineering with a minimum of 3 years of experience in the related field having the following qualifications, skills and experience:

  • Be capable of analyzing the hydrology data.
  • Be capable of hydrologic design of dams and canals.
  • Experienced in assessment and calculate of rainfall runoff, flood runoff analysis and flood forecasting.
  • Be capable of Collection and processing the satellite data for hydrological modeling.
  • Capability of using WEAP and HEC- RAS soft wares to develop river basin models is preferable.
  • Be capable of filling of the hydrological data gaps of the hydrological station.
  • Ability to work well in difficult environments;
  • Outstanding interpersonal and team building skills; and
  • Excellent written and verbal communication skills in English.
  • Knowledge of participatory techniques and experience in designing and implementing programs requiring high levels of stakeholder participation;
  • Familiarity with applying international standards of USACE,USBR.
  • Computer skills including, design programs, , Hec-Ras ,Micro soft office, , e-mail and Internet applications
