Role’s Purpose
This assignment involves supporting Afghanistan’s Chamber of Commerce and Investment (ACCI) – an independent non-governmental, non-political, and none for-profit entity’s planning and delivery institutional development program. Under the supervision of the ACCI’s CEO, the successful candidate will assist with the management of policies, change management, organizational change, communications, and information flow and results analysis. The successful candidate will be expected to work through and with ACCI, and progressively transfer knowledge, skills and expertise to them. This position does not involve any type of management or line responsibilities under any circumstance.
Objectives and Duties
Under the direct supervision of the ACCI’s CEO, the International Trade Advisor will provide technical support in capacity development of the ACCI to ensure adequate capacity is available in economic policy analysis, international trade negotiations, WTO regulations, economic partnership agreements, bilateral and multilateral trade protocols and other related issues.
Key duties of the International Trade Advisor will include, but not be limited to, the following:
Within one month of assignment conduct a needs assessment/baseline assessment and develop a capacity building and training plan for the ACCI in consultation with the CEO
Train relevant ACCI’s departments on how to promote international trade at the regional and international levels
Support CEO in the formulation and establishment of new trade policies
Develop comprehensive concepts for strengthening ACCI partnerships in trade and transit with local, regional and international counterparts
Analyze the current trade environment in Afghanistan identify shortcomings and propose solutions
Develop a database for tracking bilateral and multilateral trade and transit protocols between Afghanistan and other countries
Develop policies aimed at trade facilitation and improving the business environment for the private sector
Provide technical support and guidance to ACCI’s staff on strategic planning to ensure clear understanding and smooth implementation of ACCI’s trade enhancement programs
Develop knowledge management systems on international trade for ACCI’s staff
Train ACCI’s relevant staff in appropriate reporting and communication systems
Coach, mentor and train ACCI’s staff on any relevant international trade issues
Other tasks as needed
Background
Project Background:
Afghanistan Value Chains – High Value Crops (AVC-HVC) is a market-oriented project that operates throughout the country, with regional offices in Kabul, Herat, Mazar-e-Sharif, Jalalabad, and Kandahar. AVCHVC promotes sustainable agriculture-led economic growth, in line with the Ministry of Agriculture, Irrigation and Livestock’s National Comprehensive Agricultural Development Priority Program. Afghanistan’s high value crops sector contributes significantly to the country’s economic growth and employment.
Building on past U.S. Government investments in agriculture, AVC-HVC represents USAID’s shift towards private-sector and agriculture-led economic growth by building the capacity of individual high value crop-related enterprises to be profitable and competitive. The activity provides the enterprises with business development services and advice, driving profits and employment in a sector that supports approximately 80 percent of the Afghan population.
Job Requirements
Job Requirements:
Master’s degree, preferably in Economics, Development Economics, International Trade or Business Administration with 5 years’ experience or bachelor’s degree with 7 years’ experience is required.
Outstanding strategic analysis and writing skills.
Energetic self-starter and results driven.
Pragmatic and adaptive approach to achieve goals and meet deadline.
Excellent verbal and written communication skills.
Fluency in English, Pashto and Dari.
Reporting Relationship.
On technical matters, the advisor will report to the CEO of ACCI. However, administratively he/she will report to the AVC-HVC Chief of Party.
