Job Description:Junior Supervision Engineer will support the CPMO/PIO in supervision of the check day construction activities under component of the PARBSP-AF. He / she will travel to all provinces covered / to be covered by the project. Specific tasks to be undertaken by the Junior Supervision Engineer under check dam design and construction component of the PARBSP-AF includes, but shall not be limited to: Specific tasks to be undertaken by the Junior Supervision Engineer include, but shall not be limited to:

  • The Junior Supervision Engineer will (a) assist and advise the project manager and Design team in managing and monitoring the project activities, (b) review progress reports prepared by the contractors and consultants, and (c) assist the CPMO to prepare the various submissions to ADB and GIRoA. Provide technical consultation and assistance to the project manager, and technical staff in planning, design, construction techniques, evaluation, and supervision of the watershed and irrigation infrastructure projects. Must have the skills of reviewing contractor submittals for the project. Assist community in preparation and submission of proposal on community-based projects. Must have the ability to work in a close coordination with the community for establishments, designing and successful completion of the community-based projects. The successful candidate must be able to assist the management in the project assessments and analyses. He / She must be personally committed, driven for results, efficient, flexible, creative in thinking, and problem solver. Ability to lead survey team to acquire required data for analysis and design of watershed and irrigation proposed structures. Report to the Project Manager on corresponding actions related to supervision on the project implementation and management after review and approval of contractor’s work program. Assist the Project Manager in supervision and reviewing actions or instructions undertaken by contractors on (i) quality control procedures, (ii) recording of works, and (iii) issuance of notices to contractors for non-compliance to implementation and management; Provide the Project Manager Advice on appropriate actions to take on results of supervision of Contractor’s performance. Regular Visit to the project site as needed if any design issue comes up; and resolve such issues with close co-ordination of consultant’s/ Design team.  Review updated Project BOQ cost throughout the Project duration, supervise and monitor Final Inspections; Supervising and analyzing quality performance. Supervising and testing materials, equipment, processes, and products to ensure quality specifications are met. Reviewing codes, specifications, and processes. May specialize in areas of quality control and supervision engineering, such as design, incoming material, process control, product evaluation, product reliability, inventory control, metrology, automated testing, software, research and development, and administrative application. Directs workers engaged in measuring and testing product and tabulating data concerning materials, product, or process quality and reliability. Ability to travel to the sub-projects in all provinces covered by PARSBP. Any other task assigned by the project manager.

The above job description contains the main duties and responsibilities for this position. However due to constantly evolving priorities within the implementation of projects funded by the Asian Development Bank, the candidate must be flexible in terms of allocation of complementary tasks.

Background

About CPMO-NWARA:The Panj-Amu River basin Project (P-ARBP) is a component of the EU Agriculture Support Programme, 2004-2018.The EU-funded Panj-Amu River Basin Programme (P-ARBP) has generally proved to produce positive results: water and land resources are better managed, sustainably protected and precipitation run-off reduced. As the P-ARBP represents the first successful attempt of a participatory river basin management approach in Afghanistan; it is expected that the Government of Afghanistan will strengthen and expand it nation-wide with the support of the Asian Development Bank. Built on the achievements and lessons learned of three previous projects: Kunduz River Basin Programme (KRBP), Amu River Basin Programme (ARBP) and P-ARBP, it covers – since 2004 all six sub-basins: Upper Kunduz, Lower Kunduz, Upper Panj, Lower Panj, Taloqan and Kokcha situated in the provinces of Bamyan, Badakhshan, Baghlan, Kunduz and Takhar. The program is articulated around four main components: Supporting the enhancement of the integrated River Basin management and human resources capacities at central government, Panj-Amu River Basin and 6 Sub-basin levels; 2)  Supporting NWARA and local communities in the rehabilitation, construction and sustainable improvement of irrigation, drainage and water flow control assets and structures in selected hydraulic systems throughout the Panj-Amu River basin; 3) Supporting the setting-up and functioning of Water User Associations (WUA’s) and their participation in decision making. Enhance the technical, management skills of targeted WUAs communities represented by their WUA’s required to improve the management of irrigation water, and thereby enhance its equitable distribution; 4) Protecting the natural resource basis in the source areas through protection and management of natural resources such as increase of biomass and the adoption and replication of physical and biological erosion control measures in selected sub-catchments of the basin. After a near-decade of reconstruction, in the context of the ongoing “transition” towards the “Transformation Decade” for Afghanistan (2015-2024), a shift in method, without a change in objectives, is now needed, desirable, and feasible.

Job Requirements

Engineering degree, preferably civil engineering/Hydraulic Structures or water related engineering degree. At least 3 years’ experience in the irrigation rehabilitation sector; design of irrigation infrastructures, check dam construction, community-based projects… Oversight of required design information gathering surveys necessary for the analyses and development of irrigation systems: Perform review of different aspects of project plans including, structural and hydraulic analysis of weirs, canals, retaining walls, Canal head works, off takes, small check dams, etc. Experience in field data collection and developing questioners for feasibility study and detail design level. Knowledge of Canal Design and Canal structure design softwareis highly preferable Demonstrates technical writing skills for reports and letters Experience with using AutoCAD is highly preferable. Excellent communication skills. Fluency in Pashto, Dari and familiarity with English in writing, reading and spoken Experience in the usage of computers related programs. Strong analytical and problem-solving skills.
