 Introduction:


Under the overall supervision of the Reproductive Health Director of the Ministry of Public Health, the Maternal and Newborn Health (MNH) Senior Technical Advisor will provide support for planning, implementation, coordination and monitoring of the community/ facility based maternal and newborn care, which include facility and community maternal and new-born care, essential/ advance obstetric and newborn care and related referral system. In addition, the position will support building of partnerships among relevant stakeholders on maternal, new-born care services.


 


Planning and Coordination Functions:


1. Support the Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) Directorate of the Ministry of Public Health, to coordinate national maternal and new-born care programme  in line with national and sector strategic framework and plan.


2. Facilitate development of national MNH annual and quarterly work-plans and budgets with close collaboration of relevant stakeholders


3. Facilitate review process and compilation of national MNH quarterly and annual progress reports on maternal, new-born health; and other technical reports; effectively manage the utilization of funds on maternal and new-born care programme as planned.


4. Facilitate resources mobilization on maternal, new-born health.


5. Facilitate MNH communication strategy with close coordination of Health Promotion Directorate


6. Ensure good collaboration with MoPH, development partners and related stakeholders at national, sub-regional, regional and provincial level on areas related to maternal, new-born health.


7. Support Ministry of Public Health, BPHS/EPHS to assess needs, challenges and capacities of maternal, new-born health.


8. Support Ministry of Public Health to coordinate maternal and new-born care programme activities by establishing, implementing and strengthening:


  • The national maternal, new-born health working group

  • Introduction of nine contact points at community level for pregnant women

  • Facilitate the establishment of New-born Care Corners, New-born Stabilization Units, Special New-born Care Units, Neonatal Intensive Care Units and Neonatal Centre of Excellence.

  • Strengthen referral system for maternal, new-born Care

  • Increase women’s access to and utilization of antenatal care, skilled care, emergency obstetric and neonatal care (EmONC) and postpartum care 

  • Improve the quality of MNH, safe motherhood services, at facility and community level.

  • Improve monitoring and evaluation of MNH services and use of data

  • Facilitate the smooth functioning of MNPDR 


 


Technical Support Functions


  • Facilitate policy dialog to address maternal and new-born care programme gaps in line with national and sector strategic frame work and plan.

  • Lead and provide on-going technical direction to development of national guidelines, protocols, training packages and IEC/BCC materials related to maternal, new-born health,

  • Facilitate the maximum utilization of the key partners comparative advantage in implementing maternal, new-born health programs.

  • Facilitate the implementation of maternal and new-born care in Provinces,  

  • Monitoring visits to provinces as assigned by the RMNCAH Directorate, scale up and provision of maternal and new-born care services through outreach, mobile and routine care systems with special focus to unserved and underserved areas.

  • Work with Provincial Health Directorates in identifying training needs and facilitate the related training.

  • Special focus on strengthen the MNH services at EPHS/BPHS health facilities in deprived provinces and to maintain high performance/standards.

  • Support programme for community mobilization, such as; use of Zaranj Mini Ambulances, Community Emergency Transport Fund, Demand Side Financing any other innovative MNH projects, to mobilize for increased enrolment and advocate for provision of maternal, new-born health services.

  • Facilitate capacity building of MoPH on maternal, new-born health programmes.


Research, Monitoring & Evaluation Functions:


  • Regularly monitor the implementation of maternal, new-born health programmes and activities including improvement in quality of services & attainment of planned results.

  •  Documentation & sharing of best practices, programme innovations, etc.

  • Coordinate with relevant departments (HIS, HMIS, M&E and surveillance unit) of MoPH for regular updating and follow-ups of maternal and new-born indicators (new-born health score card) and progress of programmes.

  • Identify and support the conduct of research on maternal, new-born health related assessments, mappings, etc.

Job Requirements:


  • Academic requirements: Medical Doctor, preferably Ob/Gyn Specialist.

  • Experience: At least 5 years professional experiences in public Health, preferably in reproductive health.

  • Languages: Fluency in oral and written Dari and Pashto and English language

  • Computer skills: Proficiency in current office software applications.

  • Ability of frequently travel to the provinces,
