Job Description
MIS Specialist will be responsible for:
Assessing the needs and System Analysis
- Liaise with different departments at CPMO to assess their data needs and work process/flows Conduct business process mapping of CPMO services and systems Supervise in preparation of assessment and system analysis technical documents undertake and manage developing survey form based on the system and available data at field level Monitor collection and integration of internal and external data
System design and System Development
- Monitor in development of logical software design and software development procedures and practices. Implement software development projects using most appropriate methodologies for different CPMO components ensuring implementation of data standards and data integrity. Implement ways with the help of which he can incorporate with several new technologies. Observe, test, diagnose and resolve the faults that occur in the software. Programming and development of applications for different CPMO departments. Assisting and supervise system design, system integration and ensuring support of software development activity. Modify CPMO statistical system reporting section for a user friendly reporting section. Develop baseline profiles for different indicators. System soundness and accuracy and documentation
Ensure data accuracy, quality and integrity in databases.
- Manage and monitory maintain enterprise-level solutions utilizing service oriented, web, and mobile technologies. Approve tested codes and then rewrite and refine it if required. Develop the technical document for system design, deployment and maintenance. Write different data checking queries for statistical indicators, cross and direct checking of data. Expansion and deployment of the system Assisting CPMO in expansion of the system to departments and sub national level.
Trainings:
- Host and conduct training for system users at national and international levels. Conduct Training session for CPMO -MIS and other department’s staff.
Background
About CPMO-NWARA:The National Water Affairs Regulation Authority has established a Central Program Management Office (CPMO), headed by a Project Director (PD), and assisted by a Deputy Project Director (DPD) to manage the project in accordance with NWARA and ADB procedures and oversee the activities of the international and national consultants and civil works contractors to ensure the timely completion of outputs to a satisfactory standard and within budget. Under supervision of General Director and in close cooperation with the counterpart CPMO authorities/staff, the MIS Specialist is responsible for implementation of the relevant objectives/activities of the “Central Program Management Office (CPMO).
Job Requirements
- Bc in Computer Science a minimum of 5 years of relevant experience in developing/Design of MIS systems. MS in Computer Science is Preferable. Experience in managing the development and maintenance of software applications and MIS for enterprise organizations Familiarity with open source software would be an advantage Prior experience working with government systems would be an advantage Ability to design templates for data collection and analyze data. Should be thoroughly familiar with statistical packages and should have experience in using Microsoft office software including MS Project. Excellent interpersonal skills and strong report writing and analytical skills. A solid understanding of how web applications work including security, session management, and best development practices, aggressive problem diagnosis and creative problem-solving skills SDLC Methodologies for development systems
