Job Summery & Purpose

Monitoring & Documentation officer  will be responsible for the  envelopment and management of the M&E framework and will oversee all monitoring, evaluation, learning and documentation activities, M&D officer is responsible for supporting the overall coordination of the monitoring, evaluation and learning aspects of the Project, work closely with Program Department and  program teams to ensure that the M&E systems are in place and on track to collect and analyze the qualitative and quantitative information on performance indicators. Maintain quality assurances of data collected and will facilitate staff’s understanding of data collected to learn to be able to inform programmatic decisions. M&E officer is responsible to insure the cash distribution to the winterization beneficiaries distributed based on the project framework project objective and s/He will also contribute to the design of the program’s annual work plans and mandatory donor reporting.

Duties and Responsibilities

  • Having knowledge, the child protection, child safeguarding and nutrition in first.
  • The M&E Officer will share the reports only with MEAL Coordinator and MEAL coordinator will share the reports with partners at all.
  • Share the best quality monthly report, daily reports including the quality benchmark, M&E plan, indicator tracker, activity tracker, case management database and pre and post test database with the MEAL Coordinator.
  • Produce case studies, success stories best practices, field experiences and other advocacy materials to MEAL Coordinator.
  • Share the visits findings with PC independently by putting the MEAL Coordinator in copy on daily and weekly update only if the action is not taken by the PC, the issue must be shared with MEAL Coordinator for further action.
  • Creating the checklist for every single activity for better monitoring.
  • To carry out regular field monitoring of program interventions and produce monitoring reports on the given format, conduct debrief sessions with relevant program staff and develop an agreed action plan on findings found.
  • To fill the data base and share with the MEAL Coordinator.
  • To assist the project in identifying key compliance/quality questions on checklists bases and minimum standards for monitoring project performance;
  • To assist in reviewing data bases and data tracking tools of diverse projects in order to maintain data quality for collating reliable and consistent data which meets minimum reporting requirements of donors and OHW;
  • To assist in planning and implementation of baseline surveys, monitoring and impact assessments when needed;
  • To establish and manage Complaint and Feedback Mechanism which facilitate beneficiaries/communities to register complaints and share feedback with MEAL Coordinator confidentially.
  • To assist the project in carrying out preliminary first inquiry report in case of serious nature of complaints filed by beneficiaries/communities;
  • To maintain complaints and feedback tracking database and do follow up on complaints to reach a resolution involving relevant project/program staff.
  • To be involved in the procurement committee and strongly follow up the entire project activities and inputs.
  • Carry out any other tasks, given by MEAL Coordinator
  • Visiting out of province, when needed.
  • Under the supervision of the MEAL Coordinator keeping the soft and hard monthly reports of projects and do the better documentation of the projects.
  • Monitor the Kabul projects monitoring and preparing the documents and reporting.
  • Submitting the reporthub and more online reports with the coordination of the MEAL Coordinator.
  • Keeping different kinds of quality documentations, stories considering project progress and positive changes in people’s lives throughout the project implementation and coordinate to line manager.
  • Produce case studies, best practices, field experiences, newsletters or news bulletins and other advocacy materials.
  • Compilation and analysis of the data collected.
  • Carry out any other tasks, given by the line manager.
  • Field visits (HQ & Provincial Level) when needed.

Qualifications and experience:

  • Bachelor degree in business and administration or any other relevant degree in social science.
  • Minimum 4-year M&D experience in related field with NGO or INGOs

Required skills:

  • Ability to speak national languages and fluency in English is required both in report writing and speaking.

Reporting skills:

  • Good analytical skills and communication skills
  • Female candidate is highly preferred
