Job Summary:

The M&E and Research Manager (based in Kabul) will manage the M&E and Research team. This position will be responsible for the implementation of the Performance Monitoring and Evaluation plan, assessing project progress against established targets. The M&E and Research Manager will oversee data collection efforts and will be responsible for data quality assurance, data analysis and preparation of M&E reports.

 

This position will report to the Chief of Party and is subject to project award and funding

Duties & Responsibilities:

PRIMARY RESPONSIBILITIES

  • Assist in the development of the Performance Monitoring and Evaluation plan;
  • Directly supervise the M&E and Research team based in Kabul to implement and collect data on the Performance Monitoring and Evaluation plan according to established protocols;
  • In close collaboration with the CO Program Quality team, support planning, logistics and execution of the project surveys and research studies;
  • Oversee the management of project databases;
  • Analyze quantitative and qualitative data;
  • Prepare regular monitoring reports to inform project actions;

·        Ensure that M&E staff have sufficient knowledge and skills on all tools, equipment and procedures to effectively implement planned M&E activities;

·        Identify training needs and prepare M&E capacity development strategy and operational plan with specific activities, timelines and estimate budget;

·        Design and deliver (or organize) MEL trainings to project and partner staff, government officials and other stakeholders;

·        Lead the development and implementation of the project learning agenda;

·        Prepare knowledge products to facilitate the dissemination of the lessons learned at local and national level;

  • Coordinating the M&E strategies and approaches with all partners, including the MoE;

·        Hold M&E and Research team planning meetings on a regular basis and establish regular communication with all provincial teams;

·        Represent the project at meetings as required;

·        Prepare and deliver presentations of M&E data for project staff, government officials and other stakeholders;

·        Liaison with relevant local and government organizations for learning on new/innovative M&E systems and tools suitable for local context;

·        Accomplish any other job as and when required as assigned by supervisor.

Qualifications:

·        The successful candidate should possess extensive experience in leading the M&E and research components of USAID or other international donor-funded projects, preferably in a similar environment.

·        Undergraduate university degree in a relevant field; Masters degree in a relevant areas strongly preferred.

·        Work experience supervising teams or other staff;

·        Experience in supervising quantitative/qualitative data collection teams, including:

o   Setting up electronic data collection forms;

o   Conducting surveys, student competency tests, focus group discussions and individual interviews; and

o   Data quality assurance;

·        Experience in using data management software;

·        Experience in data analysis (qualitative and quantitative);

·        Preferably with experience in M&E for education initiatives and knowledge of school dynamics in Afghanistan;

·        Excellent written and verbal skills in Pashto/Dari and English;

·        Excellent time management skills, including the ability to develop and monitor teamwork, plans, and manage competing priorities to ensure timely completion of tasks;

·        Demonstrated problem solving, analytical and communication skills;

·        Demonstrated honesty, maintaining confidentiality, reliable and trustworthy;

·        Experience of working with an International Non-Government Organization (INGO), donor agencies, and/or government agency and a willingness to learn about CARE, gender equality and women’s empowerment activities.
