Based on 2014 NNS, GAM prevalence rate is 9.5 percent (MAM 5.5, SAM 4%) which shows that malnutrition is one of the important priorities of MoPH to reach the children with MAM and SAM for proper treatment. In addition to nutrition promotion and prevention, PND focuses on quality treatment services in the country to reduce the under-five mortality and morbidity rate. The services will be expanded as part of emergency response once there is emergency induced MAM/SAM cases. Supplementary and Therapeutic nutrition supplies (e.gRUSF, Supercerial F-75, F-100, and RUTF) are core elements of the services. PND manages the overall supply chain including forecasting, requesting, distributing and collecting the reports on a quarterly basis.

The Technical Assistance funded by WFP aims to strengthen the human resource capacity of PND. The NTA will focus more on nutrition interventions including: 1) Treatment of moderate acute malnutrition in children age 6-59 months and malnourished pregnant and lactating women;  2) Prevention of chronic malnutrition (stunting), through “Blanket Supplementary Feeding Programme (BSFP) in children age 6-23 months, 3) Social Behaviour Change Communication (SBCC), 4) supporting multi-sectoral efforts under Afghanistan Food Security and Nutrition Agenda (AFSeN).

Purpose of the Post:                                                                                                                                                                    

The main objective of this assignment is to support PND to manage quality IMAM services delivery as outpatient care with more focus on OPD-MAM component. Also, to manage the specialized nutrition supply and hence minimize stock outs. The NTA will facilitate on-going, day-to-day coordination and collaboration between the WFP nutrition unit, the PND/MOPH/Provincial DoPH and the BPHS partners.


The NTA will be supervised by the MoPH Public Nutrition Director, with shared reporting responsibility to WFP Afghanistan nutrition unit.



  1. Assist PND in the preparation of annual work plan based on PND, WFP and other relevant partners’ Nutrition Annual Plans, ensuring that the nutrition activities of all entities are aligned.

  2. Participate and contribute to PND and WFP annual planning of malnutrition prevention and treatment interventions.

  3. In coordination with WFP and PND, prepare individual annual work-plan in line with PND and WFP plans and priorities.



  1. Follow up on required actions to ensure that nutrition specific interventions are implemented based on the endorsed National IMAM Guidelines 2018.

  2. Support the integration and possible expansion of activities for treatment of MAM and SAM children aged 6-59 months and acutely malnourished pregnant and lactating women within the health facilities (OPD-MAM & OPD-SAM) under the IMAM approach.

  3. Support proper implementation and integration of SBCC throughout the IMAM services.

  4. Assist with the development of training plans based on TNAs in IMAM (including OPD-MAM component) and ensure that OPD-MAM service providers are part of the training.

  5. Develop a plan to ensure that all partners received their supply for MAM program on timely manner and coordinate any reported supply shortage with WFP and PND.

  6. Provide support to ensure that supply is being stored properly and supply chain management system is in place and being followed.

  7. Monitor and follow up with the partners to ensure that community-based programs are linked with facility-based programs in term of MAM referral from community to HFs.


  1. Support coordination between central and provincial DoPH for IMAM services, including OPD-MAM and any other WFP­-supported activities of stunting prevention

  2. Participate in ad hoc, OPD-MAM / IMAM tele-conferences with the WFP Country Office Nutrition Unit and the Nutrition Focal Points of WFP Area and Sub-Offices;

  3. Conduct coordination meetings with the WFP Nutrition unit and PND on quarterly basis or as required.

  4. Assist PND with the organization of IMAM TWG meetings

  5. Follow up, action points agreed in different coordination meetings with relevant partners.


  1. Carry out regular joint or individual monitoring of nutrition projects at provincial and district levels.

  2. Provide timely reports on any monitoring/assessment missions to the PND Director and the WFP Head of Nutrition;

  3. Follow-up on monitoring findings with relevant partners for improving programme implementation;

  4. Provide technical and coordination assistance to any WFP-supported rapid nutrition assessments and/or nutrition surveys.


  1. Regularly review the monthly reports submission rate in the national nutrition database and follow-up with relevant partners for submission of missing reports to ensure all the OPD-MAM reports are timely submitted and entered in national nutrition database.

  2. Regularly assist in the analysis of IMAM (including OPD-MAM) information derived from the national nutrition database, timely share required feedback with relevant partners and share summary of analysis with relevant PND and WFP.

  3. Report in a timely manner any discrepancies and/or issues in the implementation of the WFP-supported OPD-MAM activities to both PND and WFP Nutrition Unit.

  1. Medical doctor or bachelor of public health


  1. A minimum of 3 year of professional experiences in nutrition program planning, management and implementation is required.




  1. Excellent communication, coordination and facilitation skills;

  2. Strong analytical and report writing skills;

  3. Proven ability to conceptualize, develop, plan and manage programs, leadership and teamwork abilities, good analytical, negotiation communication and advocacy skills;

  4. Ability to work under tight deadlines and simultaneously manage multiple tasks in an autonomous manner.

  5. Ability to handle any other additional tasks as requested.

  6. Good computer knowledge and skills;



Fluency in oral and written Dari, Pashto and English is essential.
