Afghanistan has high burden of malnutrition and facing health and economic consequences due to under nutrition. The National Nutrition Survey of Afghanistan (2013) found that majority of children and women of reproductive age suffer from multiple micronutrient deficiencies. Large-scale food fortification, the addition of small amounts of vitamins and minerals to staple foods, is one of the globally recommended successful strategy to address micronutrients malnutrition.

In order to combat micronutrients deficiencies in Afghanistan, Food fortification legislation is developed and approved by ministry of justice. The food Fortification (Wheat flour and edible oil/ghee) was voluntarily as there was no approved legislation in the country for the last thirteen years. Fortunately, the food fortification legislation is ratified by ministry of justice and ministers counsel. The food fortification will be mandatory in the country as there is food fortification legislation and fortification of wheat flour and edible oil/ghee will gradually cover all wheat flour and edible oil/ghee produced locally or imported. The program is being supported by World Food Programme (WFP) in coordination with Ministry of Public Health (MoPH) and flour millers in the country. The program will provide support to industry to adequately fortify wheat flour and edible oil/ghee in Afghanistan with the objective to support the Government to improve food fortification regulatory system, awareness raising and generating evidence to formulate relevant policies to combat micronutrient deficiencies in the country.

The Technical Assistance funded by WFP aims to strengthen the human resource capacity of PND. The NTA will focus mainly on nutrition interventions including: 1) supporting multi-sectoral efforts under “Afghanistan Food Security and Nutrition Agenda (AFSeN)”.2) Local production of fortified nutritious foods such as lipid-based nutritional supplement (LNS), wheat-soy blend (WSB), wheat flour, soy flour, soy oil, texturized soy protein and sterilized soymilk. 3) Promotion and marketing of the above locally produced fortified nutritious foods.4) Follow up on the application of food fortification legislation.5) Follow up National Fortification Alliance (NFA) related activities with Afghan Chamber of Commerce and Industries (ACCI). 6) Arrangements for notification and meetings of Universal Salt Iodization Board and Afghanistan Fortified Flour Millers’ Association.


The NTA will facilitate on-going, day-to-day coordination and collaboration between the WFP nutrition and SO4 units and the PND/MOPH, as related to micronutrient related activities including food fortification.


The NTA will be supervised by the MoPH Public Nutrition Director, with shared reporting responsibility to the WFP Afghanistan nutrition unit.



  1. To assist PND for Preparation annual work plan based on PND, WFP and other relevant partners Nutrition Annual Plan, ensuring that the nutrition activities of all entities are aligned

  2. Participate and plan meetings of USI board and Flour millers’ association.

  3. Plan and undertake awareness raising activities at national and provincial level to generate demand for the fortified wheat flour in coordination with designated organizations/agencies.

  4. Plan and conduct trainings/capacity building activities for fortified wheat flour, oil/ghee mills and USI factories staff.    


  1. Follow up the application of food fortification legislation.

  2. Follow up NFA related activities with ACCI.

  3. In collaboration with WFP staff, provide technical support to flour mills for installation of micro-feeders, its calibrations and setting flow rate of premix as per standards

  4. Assist PND and WFP in development of an exit strategy and revolving fund for flour fortification programme.

  5. Ensure smooth supply of Iron Spot Test Kits to flour mills and monitoring of fortified wheat flour at production and market level.

  6. Collect samples of fortified wheat flour, oil/ghee and salt from all flour, Oil/ghee mills and salt factories on regular basis, carry these samples to Quality Control Laboratories (QCL), ensure its testing and share feedback with flour, Oil/ghee mills and salt factories, and enforcement bodies for ensuring compliance.

  7. Takes part in technical assessment of new flourmills for inclusion in national flour fortification program jointly with WFP.

  8. Advocates for flour fortification program at higher level with Government officials.

  9. To record and circulate approved minutes of USI board and Flour millers’ association meetings to all stakeholders and to follow up with relevant departments to ensure that decisions taken are implemented and reported back.

  10. Conduct market and household surveys to monitor availability of adequately fortified wheat flour and ensure compliance.

  11. Represent FFP at various relevant forums at national and provincial levels as requested by WFP/PND/MN team.

  12. Collect information and data from flour mills, compile, analysis and generate monthly reports for submission to public nutrition directorate micronutrient section on total quantity of fortified flour produced.


  1. Support coordination between central and provincial DoPH for food fortification and any other WFP­-supported activities for prevention of micronutrient deficiencies;

  2. Participate in ad hoc, Micronutrient tele-conferences with the WFP Country Office Nutrition Unit and its Nutrition Focal Points in the WFP Area and Sub-Offices;

  3. Conduct coordination meetings between PND and the WFP Nutrition and Food Systems Units as required.

  4. Coordinate with premix distributor/s through provincial manager to ensure uninterrupted supply of micronutrient premix to the flour mills in the allocated territory, according to their requirements

Monitoring  :

  1. Provide timely reports on any monitoring/assessment missions to the PND Director and the WFP Head of Nutrition;

  2. Follow-up on monitoring findings with relevant partners for improving programme implementation;

  3. Provide technical assistance and coordination to any WFP-supported rapid nutrition assessments and/or nutrition surveys.

  4. Monitors flour fortification jointly and independently to assure wheat flour millers fortify all of their production according to the tripartite agreement between MoPH, WFP and the millers.


  1. Regularly analyze food fortification production data received from flour mills and salt factories and share feedback with relevant partners and share the analysis report with PND Director and WFP Nutrition Unit for next month follow up.

  2. Report in a timely manner any discrepancies and/or issues in the implementation of the WFP-supported Food fortification activities to both the PND Director and the WFP Nutrition Unit.



  1. Undertake other relevant duties as requested by MOPH-PND or WFP.




University degree in Health Sciences, Public Health and/or Nutrition or related technical field.


  • A minimum of 3 years of professional experiences in nutrition program

Knowledge & Skills:

  • Excellent communication, coordination and facilitation skills;

  • Strong analytical and report writing skills;

  • Proven ability to conceptualize, develop, plan and manage programmes, leadership and teamwork abilities, good analytical, negotiation communication and advocacy skills;

  • Ability to work under tight deadlines and simultaneously manage multiple tasks in an autonomous manner.

  • Ability to handle any other additional tasks as requested.

  • Good computer knowledge and skills;




Fluency in oral and written Dari, Pashto and English is essential.

Be able to work in all aspects of Ms. Office (Ms. Word, Ms. Excel, Ms. Power point and etc.), outlook and internet browsers
