Background of the project:

Organizations across the world are trying to reduce their carbon footprint and the same is true for MFI’s. MFI’s use a substantial amount of paper during the initial client screening process. Going green by eliminating paper has thus become a high priority.

Paperless banking will not only help save the environment and cut carbon footprint but also help MFI’s reduce operational expense while elevating customer experience.

Further, to ensure that the loan origination process is fully automated and costs are reduced,

a consultant shall be engaged to review the existing credit policies & procedures for providing suggestions on paper less mechanism for OXUS.

This is expected to work in line with the biometric implementation as the consultants will complement each other towards making overall process paperless and cost effective.

The consultant will advise OXUS on the following:

-Adequacy of the loan application forms.
-Review of the processes in credit cycle which can be made paperless.
-A comparison of existing manual system versus paperless system and benefits to OXUS
-Recommendations about processes and revised loan application form.
-Any other matter related to making the credit process paperless

 

Objective:

OXUS Afghanistan intends to identify clients by means of biometric verification ensure that

the client identity is fully verified
Frauds are reduced and
the borrower is not able to obtain duplicate loans from OXUS branch network.

Background

About OXUS-Afghanistan:

OXUS Afghanistan started Operation in 2005 under support of ACTED, a development and relief NGO, which is operating in twenty five Countries of the world, and Micro finance Investment Support Facility for Afghanistan (MISFA). Currently, OXUS Afghanistan has a portfolio of over AFN 819 million with an outreach of about 24,000 customers managed through 24 Branches, 10 provinces. OXUS Afghanistan is a part of OXUS Group, a global network of Microfinance Institutions created by ACTED, a leading international NGO operating in 25 countries. OXUS Afghanistan was created with funding from the Micro finance Investment Support Facility for Afghanistan (MISFA), a Government Apex agency set up by international donors in 2003 in order to develop and support the micro finance sector in Afghanistan. OXUS Afghanistan Provides conventional and Islamic financing. OXUS -Afghanistan has individual and group lending which helps Afghan people have access to finance. OXUS-Afghanistan provides financing for youth and women as women improvement process and support them for better access to finance.

Key Responsibilities of the Consultant Paperless Banking Study:

Detail study of current OXUS credit policies and procedures.

Study the relevance of current biometric tool in placed in OXUS.
Advise/Redesign existing loan application and other client screening forms to go paperless.
A comprehensive report on OXUS readiness and also taking into account covid-19 related measures to go paperless.
Study and suggest at least three loan origination systems that best fit for OXUS based on current OXUS credit policies and procedures.
Produce a comprehensive study document on how to go paperless.

 

 

SCHEDULE FOR COMPLETION OF TASKS:

Detail study of current OXUS credit policies and procedures.
Study the relevance of current biometric tool in placed in OXUS.
Advise/Redesign existing loan application and other client screening forms to go paperless.
Study and suggest atleast three loan origination systems that best fit for OXUS based on current OXUS credit policies and procedures.

 

FINAL OUTPUTS:

Comprehensive report on going paperless. The following key topics will be focused

OXUS Afghanistan readiness to go paperless.
Challenges and Risks that OAF might face with paperless and how to counter such challenges/Risks
Complete plan on how to transform OAF from manual to digitization.
Advise on amendment required on current policies and procedure to go paperless

Identification of loan origination system to go paperless.

Data Confidentiality:

Prior to commencing work, the consultant will sign a data confidentiality agreement, committing him or her not to use, share and store the policies and procedure and other relevant documents.

 

Qualification & Experience:

-Bachelors (or Higher) in Business Administration, Economics, Statistic or relevant discipline.
-Internationally recognized certifications in micro finance and digital finance
-Work experience of over 5 to 7 years in Micro Finance Institutions
-Well versed with policies, procedures and systems of MFIs
-Proven experience in implementation of biometric projects for any –Financial Institution. Proof of such work might be required to provide
-Excellent communication skills
-Ability to work under tight deadlines, manage multi-task requirements, high attention to detail and a high degree of pro-activity and initiative.
-Working experience of Afghanistan will be preferred

Timeline and Reporting:

The Consultant will deliver intermediate outputs for the tasks described above on a rolling basis and on a timeline agreed with OXUS Afghanistan.

The consultant’s work will involve close collaboration with Credit and IT Department.
