Plan and Policy Advisor (Kabul, Afghanistan)

Job Description:

The incumbent of this position is a key member of the Plan and Policy division and he/she will directly report to CEO, Deputies of Afghan Post.

Work in close collaboration with the internal and external partners to determine which areas will require evidence-based policy analysis and develop approaches to addressing the needs and objectives of the company.
Work closely with the General Director Office and Policy & Planning Department to draft briefing papers to assist and Support officials in understanding the proposed policy reforms by highlighting areas of concern and possible success;
Provide substantive inputs and analyses towards the preparation and coordination of briefing notes and background materials on the policies, strategies, work plans, MoUs, Project Agreements to General Director Office in close coordination with the relevant departments;
Develop and implement a management tracking system and process to allow for effective management of the Company work plans and assigned tasks. Provide report to the G director Office and update the system on regular basis.
Assist the Company Senior Management in reviewing and assessing the existing policies of the Company to determine if the policies are consistent with the government development framework or these policies are having the desire effect;
Assist the Company Senior Management in identifying the gaps and causes in the existing policy framework and assess the long-term implications of these gaps and causes on development and on the Afghan economy and provide solutions;
Assist the Company and G Director Office in providing regular and on time information to the president office, cabinet, High Economic Council, ICT Council and other stakeholders on Company progresses, achievements and establish coordination and cooperation among different government Companies.
Assist the Company in identify opportunities, consistent with government policy, to increase economic growth, employment and to provide goods and services required by the Afghan people;
Design event management manual/plan, workshops and events by coordinating the planning and logistics of such event with the help of the marketing team, operation department and other resources;
Assist the Chief of Staff Office, policy & planning and other departments to prepare funding proposals, reports and respond to donor/government queries.

Any other duties assigned by the Company leadership.

About Afghan Post SOC:

Postal services in Afghanistan have a history of more than a century. These services were first laid in 1870 for the first time during the reign of Amir Shir Ali Khan, which witnessed significant ups and downs due to changes in the political, social and cultural spheres. In 1928, Afghanistan became a member of the World Postal Union and in 1968, a member of the Asia-Pacific Postal Union, in order to expand its postal relations and strengthen ties with the rest of the world.

Recently, the post office of Afghan Post, according to the decree No. 2828 dated 10/22/1398, His Excellency the President of the Republic of Afghanistan as a state-owned company; To offer and develop traditional and modern postal services that meet the needs of customers and compete in the market nationally and internationally; The change of legal personality has manifested itself.

Education:

Advance University Degree (Master’s or bachelors) in Plan & Policy , Management, Economic, HR, Administration and Business development or any other relevant field.

 

Experience:

With master’s degree minimum 5 years and bachelor’s degree minimum 7 years’  experience is required

Skills & Competencies:

Experience and knowledge of proposal writing, policy development and analysis;
Ability to provide vision, anticipates problems, and offer problem resolution;
Ability to plan, develops, and evaluates programs.
