Job Description
The Procurement Officer is responsible for overseeing procurement aspects of Future Generations Afghanistan logistic operation. Working closely with Program, Administration and Finance, the Procurement Officer is instrumental in supporting program activities through his/her services.
Background
Future Generations (FG) is the collective name for an international network of non-governmental organizations including FG Country Programs in Asia and Africa, Future Generations University (FGU) and its alumni in 17 countries, academia, and individual’s experts. The original charitable organization, Future Generations, was established in 1992 for the purpose of learning from, and building upon the world’s most successful examples of community empowerment and social change. It is complemented by the Future Generations Graduate School (Future Generations University) in 2006 in the State of West Virginia with authorization to provide a Master’s Degree in Applied Community Change focus on Conservation and Peace building. The Future Generations Afghanistan (FGA) established in May 2002 and obtained its registration certificate from Ministry of Economy, Government of Afghanistan in October 2005. Since 2007, FGA has been operational in Eastern Afghanistan, and successfully completed development and humanitarian programs in Nangarhar, Laghman , Kunar,Nuristan,Logar and Bamyan Logar Provinces.
Job Requirements
- Plan, manage and provide technical advice on procurement activities, following FGA Procurement Policy. Coordinate shipping and delivery arrangements of purchased commodities and equipment Prepare reports on procurement activities; Prepare and issue RFQs and requisitions. Provide input related to project procurement for financial and other reports; Maintain purchase related documents (requests, quotations, purchase order, bid opening, bid analysis report, invoice, goods received notes and supply contact documents) and forward required documents to office of finance for disbursement Estimate budgets for purchases Develop filling system and establish a functional procurement computer based data base.
- Conduct cost/price, quality and past performance/timeliness review of bids received.
- Manage vendor relationships, contacts, and pre-qualifications lists;
- Coaching assistant, mentor and train program staff on procurement policies and procedures
- Identify requirements and establish and maintain all logistical infrastructures for administration and operations Provide guidance to evaluation committee members on procurement aspects in the process of evaluation of bids or consulting proposals. Guide, review and clear all bid evaluation reports prior to submission for approval
- Oversees the preparation of relevant documentation for, and follows up on the implementation of the decisions of, all procurement-related issues
- Supervises personnel with procurement responsibilities in area offices.
- Ensure that the products and supplies are high quality Establish a good monitoring system to manage and monitor all the procurement activities.
- Develop plans for purchasing equipment, services and supplies
