Programme Coordinator (Kabul, Afghanistan)


Job Description:

The Program Coordinator will provide technical oversight for Geneva Call (GC) activities and line management for GC project staff in Afghanistan. He will support the Head of Mission to ensure that programs meet their objectives and generate high-quality deliverables on time and within budget.

About Geneva Call:

Geneva Call is a Swiss neutral, impartial and independent international humanitarian organisation which endeavours to strengthen the respect of international humanitarian law (IHL) by armed actors. In Afghanistan, Geneva Call engages with armed non-state actors (ANSAs) and communities as a means to improve the protection of civilians in conflict by strengthening respect to IHL. Geneva Call’s activities are mainly conducted in the Kandahar, Kunar, Kunduz and Nangarhar provinces of Afghanistan. Geneva Call is registered with Ministry of Economy of Afghanistan as International NGO License Number 458

Job Requirements:

Ensures that Geneva Call projects are implemented in high quality, in line with internal policies and guidelines, according to donor’s requirements and within a specific budget and time frame. Ensures continuous humanitarian dialogue with different stakeholders incl. ANSA representatives.

Technical skills:

Strong organizational and analytical skills.

Ability to write high-quality periodical reports for donors; contributing to writing internal reports and development of mission strategic and security documents.

Contributing to monitoring and evaluation of activities and contributing to reports and their analysis.

Understanding of humanitarian project documentation incl. budget by different donors and planning work activities for the team members in provinces accordingly. 

In-depth knowledge of Afghanistan’s context and different stakeholders in conflict.

Interpersonal skills:

Commitment to diversity, gender equality and inclusion; Experience working with a diverse team.

Proven ability to work well with colleagues and external stakeholders from a wide range of geographic/ ethnic/ cultural/ religious backgrounds.

Willingness and ability to work with ANSA interlocutors.

 

 

Strategy and program implementation:

Provides leadership for Afghanistan team, helps to ensure quality management, monitoring, evaluation and learning of the country program, in line with Geneva Call tri annual strategy;
Plans and coordinates implementation of projects with teams in provinces
Prepares reports to donors and different kinds of analytical documents to be validated by Head of Mission
Supports Head of Mission in development of country strategy, analysing the humanitarian and security situation in country and identifying areas of interest and potential work for Geneva Call;
Contributes to ensuring conflict sensitivity in country programs’ design and planning;
Oversees monitoring and evaluation of projects. Promotes sharing of learning with others and draws on learning from across Geneva Call and externally; help utilize the results to inform program decisions and enhance institutional knowledge;
Ensures humanitarian dialogue with ANSAs, communities and influential actors to promote compliance with humanitarian norms;

 

Humanitarian engagement:

Lead regular monitoring of humanitarian needs and political development that can influence humanitarian engagement led by Geneva Call;
Feed in-country high management and HQ with the above analysis to leverage on internal global strategies and ensure Geneva Call is driven by needs based approach;
In coordination with the program team and the Head of Mission, contribute to the development of a humanitarian engagement strategy based on humanitarian needs in Afghanistan, in line with 2020-23 strategy;
Lead humanitarian engagement with selected interlocutors as per Geneva Calls’ engagement guidelines and 2020-23 priorities

 

Safety management

Contributes to the anticipation and management of risks that could threaten the safety of the staff, operational viability, and the organization’s reputation. Ensures Project Officers conduct project activities in line with Geneva Call policies.

 

Mission Management & Coordination

Contributes to GC resource management, program implementation and activities within country;
Helps build partnerships and represent GC in coordination fora;
Helps manage project-related staff, budgets, assets and funding as per GC procedures and donor requirements;
Contributes to transparent and timely project-related financial management, respecting deadlines and procedures;
Supports the mobilization of necessary resources (financial, logistics, HR) to implement the country programs and contribute to the growth of the mission.

 

Fundraising, communications and advocacy

Supports Head of Mission in ensuring that Geneva Call’s work in Afghanistan is adequately funded. Contributes to building relationships with external donors and briefs them regularly on project-related developments.

Supports Head of Mission in representing Geneva Call in Afghanistan. Works with internal and external audiences as necessary and requested to influence and inform decision-makers and opinion leaders in-country and within the international community; helps build alliances and networks within the humanitarian sector.

Outstanding flexibility; commitment to delivering high-quality results in challenging circumstances and through unconventional channels.

Experience in negotiations with a range of stakeholders from different backgrounds. Demonstrable experience of leading a humanitarian dialogue with armed actors would be an asset.

Ability to work under pressure, travel frequently in conflict-affected areas and to prioritize numerous tasks to meet deadlines.

Commitment to standard HR and safeguarding policies.

Skills Required:

Proven experience in project cycle management a must.

Proven experience in compiling high-quality periodic reports according to different donors’ requirements a must.

Experience in team management incl. capacity building and mentoring.

Experience working in remote areas with limited comfort, particularly those affected by crisis and conflict.

Experience working independently, maintaining conflict-sensitivity, and advocating for the universality of human rights in areas affected by crisis and conflict.
