DETAILED DUTIES AND RESPONSIBILITIES:

Oversee implementation of the Integrated bamboo based enterprise development project in the targeted provinces
Will liaise project overall activities and reports with both ASERD and SDF office.
Provide oversight and guidance to the ASERD and project on matters pertaining to the smooth operation of the Project, in accordance with procedures and obligations specified in the Project document and as per the expectation of ASERD and SDF/SAARC office.
Closely work with the project implementing team in successful implementation of Promoting Integrated bamboo based enterprise development, monitor their daily activities, provide guidance, and review progress against the actual plans and so on.
Provide guidance to Operation officers at HQ and provincial level on overall projects implementation and addressing the Admin/Procurement related issues that hinder operation activities of Bamboo Project.
In close collaboration with the provincial team and HQ management , prepare, implement and monitor the Annual Work Plans, detailed project implementation plan, project road map,  budget implementation process,
Develop   reports for ASERD management, SDF and other stakeholders
Ensure the project is implemented according to the set targets and as per the project timeframe.
Orient project team, delegate and assign tasks to project staff and ensure their deliveries on timely basis.
Conduct frequent visits from Nangarhar and Kandahar where the project will be implemented. In collaboration with provincial and HQ staff, oversee   staff recruitment.
Attend a random call, meetings from SDF/SAARC, or their associated body for providing project information or updates.
With close coordination with M&E Officers monitor project progress and field status and incorporate lessons learnt into project action plan.

Coordinate project related meetings, prepare presentations for these meetings; and participate in different SDF/SAARC, ASERD and other stakeholders’ arranged meetings, workshops and trainings.

Background

About PIBBED/ASERD/MRRD:

The Ministry of Rural Rehabilitation and Development (MRRD) within the Agriculture and Rural Development (ARD) Sector Strategy, contributes to the reduction of poverty through the establishment of good local governance, access to rural infrastructure, economic regeneration and the provision of a nationwide disaster and emergency preparedness system. This strategy, however, directly contributes to the achievement of Afghanistan’s Millennium Development Goals.

The project will contribute significantly to increasing the access to thermal energy and electricity through a technology neutral approach, in 19,500 households in 194 rural communities in Afghanistan. This will result in increasing the access to electricity, clean cooking and heating options and will contribute to a tangible reduction in the pre-mature deaths of women and children due to indoor air pollution. The project will pilot seven innovative financing models which once successful will be mainstreamed. The project will also establish conducive policy and regulatory frameworks and capacity development of key stakeholders. It is envisaged that, the project will establish a sustainable rural energy supply approach which can be scaled up beyond the project period.

The ASERD program plans to establish sustainable rural energy services in 194 rural communities in 5 years, providing both electrical and thermal energy services. The efforts will bring sustainable energy to over 19,500 households providing health, economic and social benefits. Most significantly, the major contribution will be the establishment of delivery models that are technology neutral, leverage additional local and international resources, mobilize communities, engage the private sector and financiers to establish a self-sustaining delivery model. The program will also aim to establish the right frameworks for policy, regulation, environmental protection, quality and incentives and develop human and institutional capacities for these delivery models to continue to increase access to energy in Rural Afghanistan.

                                     

Scope of Work:

Bamboo holds the promise of the spawning of a host of new sector that are ecologically responsible while providing manufactured products for end user. Promoting enterprise development through bamboo and related similar products will provide grounds for income and employment generation in rural Afghanistan mainly in Kandahar and Nangarhar provinces. 

The Project Coordinator will be the key focal point for overall implementation of the Bamboo based enterprise development, based in Kabul with frequent trips to the targeted locations in these provinces. Furthermore the Project coordinator will closely work and liaise activities of this project between the ASERD management and SDF/SAARC office. Further the project coordinator will undertake two assessment one in each targeted area to identify the potential targeting entrepreneurs and eligible beneficiaries for this project. Rapid market assessment will also be conducted to understand the market nature and potential and existing enterprise. During the Needs Assessment, the assessment team will attempt to identify the problem, then the causes of the problem, and then identifies an array of solutions to increase productivity, income, profitability and employment. Along with Procurement Unit the Project Coordinator will hire a consulting firm to develop and design sustainable business model of Community Facilitation Center (CFC) in two targeted provinces of Nangarhar and Kandahar.

Qualifications, Experience & Skills Required According to (NTA):

Master degree in Engineering, Agriculture, Agribusiness, Economics, Social Sciences or Business Administration or any relevant discipline with minimum of 5 years’ experience with different donors and governmental institutions in implementing of similar projects/programs or having Bachelor degree with 7 years of relevant experience.

Hold experience and knowledge of donor relations, project management and contract management.
Be familiar with government policies and guidelines in implementing of agriculture and development projects.
The incumbent should be able to travel to the provinces including Nangarhar and Kandahar.

Strong project management, project planning and coordination skills;

Fluency in Dari and Pashto, and good working knowledge of spoken and written English;

Excellent communication and problem solving skills;

Good computer skills using Word, Excel, and surfing Internet.

 

Abilities:

Strong team building, interpersonal and negotiation abilities including the ability to address sensitive issues with diplomacy, respect, and tact;
Ability to multi-task, be flexible, and lead a large team in a high pressure working environment;
Professionalism in appearance and demeanors;
Willingness to enhance knowledge through training and personal initiative; and,
Willingness and ability to travel Kandahar and Nangarhar.

REPORTING RELATIONSHIPS:

Reports to Program Director of ASERD and SDF/SAARC offices.
