Job Description
- Responsible for delivering the high quality of healthcare services specifically patient care
- Support the hospital daily operation in close coordination with hospital management
- Improve financial management and suggest cost-effective alternatives to sustain the intervention
- To ensure proper implementation of MoPH/ WHO policies, guidelines, protocol and standards
- Properly implement the project workplan to make sure the activities are done as per the approved working schedule
- Ensure availability of pharmaceutical, medical, and non-medical supplies and equipment through timely follow up of procurement process
- Support the hospital management to resolve potential issues which disturbing the routine operation of the hospital
- Promote teamworking and support the hospital leadership through creating a positive and productive culture
- Take initiatives to improve patient care throughout the hospital, and providing required support for complex cases/ illness
- To maintain the effective relationships with referral hospitals to properly and timely support referral in/ out
- Ensure to support the implementation of proper care of patient and to build an improved culture of collaboration among the clinical and administrative employees
- To provide all required support and facilities within the available resources for improving management and patient care
- Proactively identifies opportunities to improve the patient satisfaction and impression of care and to improve the efficiency and effectiveness of resource use in IPD, OPD services, Drugs Management Unit/ Pharmacy, medical and non-medical supplies.
- Organize and facilitate monthly/ need basis team meetings for management, operational staff of the Hospital through Hospital Technical Board.
- To maintain and support the effective communication between the curative care service and support functions through close coordination with Hospital Director, Medical Manager, and Nursing Manager
- Timely reporting on the any endemic, criminal cases, firearm injured cases and massive RTAs and other emergency cases and provide timely support to manage/ response the situation
- Serves as a liaison with the hospital for possible related research activities and liaise with other technical bodies in terms of support and seeking other capacity building opportunities in close coordination with the hospital director and AKHS, A management.
- To find and facilitate the Capacity Development opportunities for both (managerial and Clinical) of the hospital
- To maintain and strengthening the communication bridge between AKHS, A and hospital
- To Facilitate and organize monthly meetings between AKHS, A, FMIC and Hospital Management
- To ensure that the timely and quality reporting system on monthly, quarterly, and annually basis is established
- Maintain good coordination with key stakeholder including MoPH, FMIC and donor
- Any other task as assigned by the supervisor.
Background
Aga Khan Health Service, Afghanistan (AKHS,A), an agency of the Aga Khan Development Network (AKDN), is a long-term partner of the ‘Ministry of Public Health, Islamic Republic of Afghanistan’ for the implementation of “Basic Package of Health Services” in three provinces (Baghlan, Bamyan and Badakhshan), and implementation of Essential Package of Hospital Service (EPHS) in Badakhshan and Bamyan province. AKHS-A is implementing three Community Midwifery Education Program Schools each in Bamyan, Badakhshan and Baghlan.
Job Requirements
Education:
- Medical Doctor or a master’s degree with Hospital Administration is desirable.
Work Experience:
- Three years full time experience of managing hospitals and understanding the Afghanistan health system/ policies would be desired vast experience in managing and supervising remote health care settings in developing countries. Evidence of experience in developing and managing quality assurance programs in health care settings including clinical audit, mortality audit and evidence-based practices. Experience in budgeting and supervision of financial management systems. Having good knowledge of Medical Records and related health information management system (HMIS). Training and capacity building skills and experience
Skills:
- Proven skills in HR management, problem solving, and crisis management and conflict resolution.
Proven skills in strengthening health systems in developing countries. - Proven ability to manage change in staff practice, staff mentoring and institutional development
good computer skills in word, excel and other MS Office applications. Proficiency in local languages (Pashto and Dari) and English medium, in speaking, reading, and writing. - Strong administration and networking skills
Personal Characteristics:
- Strong interpersonal, coaching, management, leadership and conflict resolution skills Working knowledge of Microsoft Windows and Office programs (Word and Excel as a minimum); Fluency in spoken and written English, and local languages To be flexible, having positive attitude, be able to work under pressure, and meet the deadlines Experience in managing donors’ projects. Honest and trustworthy Understand and adhere to the principles of organization ethics
