Project Manager Emergency Response (Jawzjan, Kabul, Nangarhar, Samangan, Afghanistan)


Job Description:

Emergency response to food and nutrition security crisis in Kabul, Nangahar, Balkh, Samangan and Jawzjan Provinces is an emergency response project with a duration of two years, implemented five provinces in Afghanistan. The Project Manager will ensure the implementation of the project following the needs of the communities, the commitments with the donor, and WHH’s highest quality standards. Based in Kabul, the Project Manager will manage a Project Officer based in each of the covered regions, who will ensure the implementation of the activities in these provinces, and the full team in Kabul. The Project Manager will spend equal time in each of the regions covered by the project. The Project Manager will be supervised by the Regional Manager North, but will ensure a very close coordination with the Regional Managers of each of the provinces where the project will be implemented.

The contracting of this position will be finalised pending donor validation of the project.

Main Responsibilities:

Project implementation

Planning and implementation of the of the project.
Ensure that regular monitoring of project is carried out, provide feedback and corrective actions and ensure that recommendations are strictly followed up.
Develop implementation guidelines and standards for all activities of the project.
Monthly preparation and submission of internal reporting (PPMS) and liquidity plan, and any other internal report requested by the supervisor.
Development of donors’ reporting.
Constant monitoring and analysis of the operating environment, timely readjustment of the operations.
Conduct output monitoring of field activities in both project areas.
Ensure compliance with WHH information management policy.
In close collaboration with Field MEAL Officers and CO MEAL team, develop the baseline and needs assessment survey questionnaires.
Develop a coherent field visit plan, ensure equal presence in all areas of implementation.
Communicate and coordinate with all Regional Managers involved.

Resources management

Responsible of overall financial management, planning, follow-up expenditure, reporting systems and internal control mechanisms in the project.
Responsible of monthly and quarterly assessments and forecasts of project’s financial performance against budget, financial and operational goals.
Responsible of ensuring financial spending in accordance with project budget and donor’s regulations.
Develop and maintains an updated organizational chart of the project.
Responsible of initiating recruitment processes in accordance with WHH rules and regulations in a timely manner, development of adequate job descriptions and participating of the recruitment process as per WHH HR guidelines.
Maintenance of the proper performance management and staff development.
Follow up staff attendance in close coordination with the HR department.
Organise and implement capacity building of project staff in close coordination with the Regional Managers and the HR Officer.
Development and follow-up of the project procurement plan in close collaboration with the Logistics Department.
Responsible of project asset management.
Ensure timely submission of Procurement Request, in line with the validated procurement plan, and follow up of procurement with the Logistics Department.

Adhering to principles, policies and guidelines

Full compliance with WHH rules, regulations and policies, implementation of corporate operational strategies, establishment of management targets and monitoring the achievement of results.
Responsible to follow absolutely binding the anti-corruption policy of Welthungerhilfe in all operations.
Project compliance with corporate human resources policies and strategies.
Compliance with corporate rules and regulations in the field, WHH procurement policy including sourcing strategy, supplier selection and evaluation, quality management, e-procurement promotion and introduction, performance measurement.
Unconditional and absolute adherence to the security rules of the mission.
Respect of IT policies of the mission.

External representation

Under the strict supervision of Head of Programmes and Regional Managers, establishment of healthy relationship and working arrangements with project stakeholders and ensure a transparent and correct communication with project stakeholders.
Representation on Clusters and Working Groups upon delegation of Head of Programmes and Regional Managers.

Job Requirements:

Qualifications and Education Requirement

Bachelor degree in the field of Social Science, Disaster Management, Agriculture, Natural Resources Management or any relevant disciplines.
Minimum 5 years of progressive work experiences within an INGO or Afghan NGO managing self-implemented projects.
Minimum of 3 years of experience in managing projects, including projects overs 1,000,000 EURO budget.
Working experiences in food and nutrition security, emergency response and resilience building.
Experience in strategic planning and execution.
Very good English written and oral communication skills.
Very good Pashtu and Dari communication skills.

Reporting: Head of Programmes, with very close coordination and functional supervision line with each of the Regional Managers
