SUMMARY OF KEY FUNCTIONS

Overall STAR project manager including management of staff, financial budgets, logistics, overall implementation, risks, stakeholders …etc.
Supervise and oversee STAR project quality implementation to meet targets and goals specified in the project documents
Supervise project staffs to ensure the quality and efficiency of their outputs and to maintain a high degree of satisfaction in their work and professional growth
Establish and maintain good working relationship with the project stakeholders, local authorities and collaborating agencies to ensure optimize project sustainability and quality
Participate as a member of staff in events by providing advice, reaction and assistance as directed by CARE senior leadership
Participate in relevant working groups established for oversight of STAR project.
Collaborate in the design of new initiatives
Prepare project reports according to the STAR project reporting timetable and submit to Sr. Program Coordinator for review and process

KEY RELATIONS

Supervise staff directly reporting under (Project Supervisor, Field Supervisor, Technical advisors)
Maintains coordination of project activities/reporting with Provincial Manager and support functions departments
Collaborates with MEAL, finance, human resource, procurement, logistics, and other support department concerning assigned project
Duty Location

Station in Ghazni office and frequently trip to Paktia office

KEY RESULT EXPECTED

As main responsible person the Project Manager ensures project cycle management to achieve the following results:

Project Management:

Actively set implementation, work, spending, monitoring plans with constantly monitor achievements against plans.
Address and manage the various needs, concerns, and expectations of the stakeholders in planning and executing the project
Balance the competing project constraints such as scope, quality, schedule, resources, budgeting and risks
Contribute in the development of new initiatives
Coordinate with MEAL and finances team to assure documents are filed properly
Develop, manage, and track start-up, implementation and close out of STAR
Collaborate with all consortium and internal CARE teams for technical working groups, management teams, and MEAL work.
Ensure MEAL teams are regularly entering project data and documents into the system ar regular intervals

Financial Management:

Effective and accurate Financial Resources Management focusing on achievement of the following results:

Ensure accurate planning, expenditure tracking, and audit of financial resources in accordance with CARE rules and regulations
Develop monthly project expenditure plan, submit to Finance department and revise it when is required and update Donor Approved Budget (DAB) accordingly. 
Conduct budget vs. expense analysis of the project on monthly base and consult with Finance department and Provincial Manager for actioning improvements. 
Must submit financial reports on timely and with high standard/quality as per donor requirement

Human Resources Management:

The Project Manager compliance with CO human resource policies and strategies is ensured at all times, including:

Hiring of qualified staff as per the project staffing need and requirement
Ensure project orientation to the project staff to understand objective of project, roles and responsibilities, and adherence to polices.
Recruitment processes and performance management systems are properly overseen,
Ensure all project staff developed their annual goals plan and tracked regularly
Staff performance management appraisal is processed at midterm and end of the fiscal year.
Set up system for regular meetings with entire project staff and one on one for check-ins and coaching

Stakeholder management:

Actively engage with project stakeholders identified, analysed and manage expectations during project life cycle with regular meetings, proactive reporting of project deliverables, and sharing reports.
Attend in related working group established at the STAR consortium level and contribute knowledge and experience for the success of project at wider level.
Represent CARE in external related forums and report back to CO.

COMPETENCE, SKILLS AND EXPERIENCE

Core Competencies:

The incumbent must be well experienced in problem analysis, project design, partnership, team building, project management, budget management, and a good understanding of humanitarian/development work. He/she is authorized to; utilize budget, request for staff hiring, allocation of program resources, recommend staff promotion and demotion.

Skills and Experience:

Excellent communication skills both in written and spoken. Reporting and proposal writing knowledge. Knowledge of Microsoft Office Programs. Knowledge and experience of recovery and development interventions, livelihood and food security, governance and resiliencies and women empowerment.
Proven ability to team build and promote a conducive working environment.
Proactive leader in gender transformative programming

Education: 

•          At least bachelor Degree in Agriculture, livelihood, Business Administration, or other related field.

Work Experience:

At least 5 years work experience in the area of project management, recovery and community development, food security, and/or natural resource management
Languages Skills:

•          Fluency in spoken and written English, Dari and Pashtu is a requirement.
