Provincial Officer (Badakhshan Badghis, Afghanistan)


Job Description

Main duties and responsibilities:

Management of the project

Prepare work plans for project implementation and reports. Provide technical support to project staff. Provide regular updates on over all Mental health status in the province Work closely with the project officer for technical oversight and implementation Provide support to conduct Mental health trainings for staff  Conducting Community Dialogue Camps Provide support in conducting Case Management Committee meetings Actively participate in all internal and external meetings relevant to the project and geographic area

 2.   Coordination and Partnership

Conduct a mapping for the available of Mental health services providers in provinces/districts in liaison with other Mental health partners in the province/districts Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct and Ethics. Liaises with partners (governmental and non-governmental) and represents HEWAD and in all coordination meetings and events;

Monitoring and Reporting Functions

Monitor and supervise project activities at field level and document same to high standards; Regular monitor and report on functionality of FPCs, WFHSs and Mobile psychosocial outreach team with focus on three domains: availability of technical staff; availability of functional equipment; and availability of pharmaceuticals.  Ensure maintenance of information management systems for the indicators; Submit project data and figures as outlined in the project reporting matrix on biweekly basis Submit – on a timely basis – all required project reporting using weekly, monthly, quarterly, and mission and assessment reports

Financial:

Monitors project expenditures and estimate monthly expenses of the project Be responsible for budget tracking and controlling pertaining to project; Maintain all financial records properly (hard copy and soft version); Shall verify all purchase requests and cash advances; Monthly reporting to Support Office related to finance section activities; To provide stationery and other necessary materials to the project team and other staff needed. Should purchase necessary items needed by project staff from petty cash and liquidate the amount in the proper time.

Administration/HR:

Overall management of all project staff personnel record. Supervises the supports staff Prepares and maintains time sheets of all staff. Fill records and maintain the leave balance of all staff

HEWAD is a non-governmental, non-political and non-profitable charity organization established in 1994 to provide Medical, Educational, Social and Humanitarian Assistance to needy people of Afghanistan. HEWAD implements primary health care to needy people of Afghanistan, and within those focuses on the provision of health care to the most vulnerable group, children, and women. HEWAD provides perfect health education, information, and service to Afghans in order to improve their living conditions.

Also, special emphasis will be on the Health, capacity building, the community development and the alleviation of poverty.

Job Requirements

University degree in social science or any relevant field is required At least Three years of working experience in professional project management and technical experience in mental health is required and experience in emergency/humanitarian projects is an asset.  Strong interpersonal, communication and analysis skills Advance computer skill of data collection, processing and analysis is essential and is must. Excellent communication skill in English and local languages (Pashto/Dari) is required Ability and willingness to travel to rural locations in province. Ability to work alongside others under challenging conditions to meet the deadlines
