La Chaine de l’Espoir is contracting a Consultant to review and strengthen its data management system, bring the necessary changes with appropriate tools, as well as raise awareness among the team on data management.

Objective of the Assignment:

The first objective of the assignment will be to propose and implement improvements to LCDE’s data entry and management system (used for the past 12 years through MS Excel) with regard to the use (user-friendly, adapted to LCDE resources and structure), centralization (to prevent overlapping & duplication), securing, sharing and reporting (simple production of user-defined statistics) of data. Dealing with medical data, the new system will have also to ensure data and confidentiality protection. The second objective of the assignment will be to raise awareness among the project team (1 Medical Officer, 6 Nurses and 2 Social Care Facilitators) on the importance of data management. The tools used for data collection shall be improved as well as the team’s capacity to collect and enter the data.

Qualifications and Experience:

Experience strengthening data management systems

 Knowledge of data management within the health sector is an asset 

Experience in Monitoring & Evaluation (M&E) and data collections tools

Experience in working with an international NGO

Experience in training beginners on data management (collection, compilation, measurement, analysis and reporting)

Languages: Dari and excellent command of English

Reporting lines and Working Relations:

The Consultant will work in close collaboration with the WCH Project Manager (international position, English speaker) who is responsible for the activities’ data management. The Consultant shall report to: 

WCH Project Manager 

Country Coordinator and in her absence, Deputy Coordinator 

Working Relations:

Project team (Medical Officer, Nurses, Social Care Facilitators)

Logistics Officer  Finance and HR Manager

Liaisons with FMIC 

Specific Conditions:

Lunches will be provided for free at the WCH / CDE office (cost to be excluded from the Consultant’s financial proposal).

Stationeries will be provided for free (cost to be excluded from the Consultant’s financial proposal).

Usual office working hours 7:30am – 4:30pm, Sunday to Thursday. To be decided as per the contract.

The Consultant will follow CDE security rules that are applied within the WCH, for the duration of the consultancy.

The WCH is a multicultural / multi-ethnic environment. The Consultant will be in contact with the project’s beneficiaries and must have a respectful behaviour.

The Consultant is bound to respect CDE clauses of ethics.

About La Chaîne de l’Espoir:

Background and Introduction

La Chaine de l’Espoir is a French non-for-profit association founded in 1994. This international aid association is independent and impartial. It works in situations of poverty and exclusion, conflict and disaster. LCDE was formed by a network of medical and surgical expertise. As a key player in the health sector, it is committed to providing medical treatment and school education to children who need it most. It also supports the health systems in the countries in which it intervenes, by building and equipping structures adapted to the local context. LCDE is active in Afghanistan since 2003. Its objective is to foster access to health care for the most vulnerable populations of women and children. In 2005, La Chaine de l’Espoir built and equipped the French Medical Institute for Children and Women in Kabul (FMIC). The Aga Khan Development Network (AKDN) is responsible for the general operations of the hospital. La Chaine de l’Espoir brings its medical expertise and supports the care of disadvantaged people via the “Patient Welfare” programme, as well as the Women and Children’s House (WCH) project. The WCH is a structure providing free access to the quality surgical care offered by the FMIC for the most disadvantaged women and children from the 34 provinces of Afghanistan. It is an innovative approach that La Chaîne de l’Espoir initiated in 2008. The objective of the project is to meet the needs for specialized healthcare for the most vulnerable part of the Afghan population, coming from remote areas with no specialized healthcare available and that can’t afford surgical treatment. For more than 10 years, children have been treated through the WCH, regardless of their ethnic, social or geographical origin. In addition to give access to medical care, the WCH provides them with accommodation, food, transportation reimbursement, hygiene kits and social care. In 2018, the project has expanded access to healthcare services for women in need of gynecological care.

Roles and Responsibilities

1. Consultant:

 Carry out a review of the existing data entry and management system, identifying all gaps and weaknesses.

Based on this review, suggest improvements of the data entry and management system.

Upon discussion – and agreement – with CDE, prepare a workplan and proceed with the implementation of all agreed improvement measures.

Set up a comprehensive and suitable (adapted to CDE resources and structure) data entry and management system.

Provide guidance to the project team for the proper use of the new data entry and management system.

Participate in weekly meeting with the Project Manager to share advancements.

Prepare an awareness-raising session schedule for all the project team.

 Animate the awareness-raising sessions as per agreed schedule.

Follow-up on initial awareness-raising sessions to evaluate the progress made.

2. CDE:

Provide the Consultant with unhindered access to databases and tools used

Provide requirements with regard to the reporting component of the new data management system 

Expected Outputs and Deliverables:

 1. Proposition of different new data entry and management systems adapted to the project activities, resources and structure.

2. Upon agreement with CDE, creation of the selected new system and training for key staff.

3. Conduct internal awareness-raising sessions among the project team on data collection and entry (number of sessions to be agreed with the Consultant).

4. Submission of a mid-term report with key advancements.

5. Submission of a final report detailing outcomes, achievements, points to be improved and technical recommendations.

6. Presentation of the final report to CDE team (field and HQ).

*CDE shall be entitled to all copyrights and trademarks related to the products or documents or other materials produced, prepared or collected during the execution of the contract.
