Re-Announcement Project Manager (Khost, Afghanistan)


Job Description:

Planning, implementation and management of Project activities

Provide overall guidance to, and supervision of all the tasks to identify, plan, design implement and monitor the progress of delivery of activities as itemized in the results-based work plan;
Provide day-to-day administrative and management inputs to the project team assuring smooth implementation of the project;

Support in maintaining communication and coordinating with other institutions and stakeholders in order to identify and realize opportunities for complementarity and synergies, including monitoring.
Ensure a results-based approach to project implementation, including maintaining a focus on project results and impact as defined by the project results framework indicators;
Regularly promote the project and its outputs and findings, at the national and regional stage;
Lead interactions with stakeholders and liaise with government agencies and communicate, regularly advocate and engage in policy dialogue on behalf of the project;
Advise the staff on the development and implementation of sustainability/exit strategies for the project in order to ensure that its impact s are sustained, further developed and replicated after the withdrawal;

Facilitate interdisciplinary inputs from partner institutions and agencies

 

Human and Material Resources Management and Coordination

Establish and manage all the project staff including site engineers, ensuring they fully understand their role and tasks
Provide administrative and management/supervisory support to all staff.
Create strategic partnerships with line ministries, community CDCs, and all stakeholders related to the project and coordinate and network with them to take forward the project;
Ensure that the project team follows up on the adoption/ implementation of the recommendations/inputs provided by technical staff and according to the work plan;
Coordinate with the Government counterpart and various stakeholders for effective coordination and dialogue in the field
Provide administrative and coordination support to FAO Project monitoring missions, donor missions and project evaluators;
Managing the procurement process in accordance with FAO rules and procedures.

 

Monitoring, Evaluation and Reporting

Oversee preparation and implementation of project M&E plan, project communication and knowledge management plan
Hold periodic project management unite meetings and other events to ensure that project is on track;
Organize and coordinate the meetings, preparation of agenda and minutes and of meeting with project staff;
Prepare results based regular reports, final report and briefs. And be responsible for the elaboration ;
Facilitate the submission of timely project implementation reviews and progress reports (narrative and financial) to the STARS and FAO against the Program M&E framework;
Facilitate and support the final project reviews and facilitated field visits to monitoring colleagues;
Facilitate and create effective communication environment for project progress

4. Undertake any other tasks assigned or relevant in support of efficient implementation of the project Key Performance Indicators

1. Project activities are planned, implemented and managed according to the results-based work plan

Work plan, budgets and TORs, with all other inputs are running satisfactory with desired quality and in a timely manner;
Expected project outputs, as per work plans are in keeping with the budgets, of satisfactory qualities are delivered in a timely manner;

2. Human and material resources are used efficiently and synergies fostered

Ensure that the staff work plan are based on the project plan;
Minutes indicting that at meetings of the project unite are held every week are prepared and available;
Project interventions are coordinated with other ongoing activities,
Administrative and coordination supports to project monitoring missions, donor mission and project evaluators of satisfactory quality are provided in a timely manner;

3. Progress of project implementation is monitored, outputs evaluated and reports provided

Other assigned or relevant tasks are performed satisfactory and in a timely manner

About Skills Training And Rehabilitation Society:

Skills Training and Rehabilitation Society (STARS) was established by a group of intellectual Afghans in 1997 to offer helping hand to the needy country people, particularly women and children. STARS has been working in Afghanistan since 1997, helping to tackle the country’s nutritional problems along with provision of other DRR and development services, and supporting vulnerable people to improve their livelihoods. STARS helped food insecure individual through local markets with the help of donors. STARS support emergency nutrition programs, providing ready-to-use foods in response to severe malnutrition in Afghanistan.

STARS is registered with the Ministry of Economy, DAIL, and MOLSAMD and has close coordination and project agreements with the Ministry of Women Affairs, Public Health, Agriculture, Rural Rehabilitation Development and some government provincial departments. STARS has close coordination with Ministry of Labor and Social Affairs and one of the active member of Child Protection Action Network (CPAN) in Afghanistan. STARS is the co-chair of National Action Coordination Group (NAGC) in Afghanistan since 2011.

STARS is the member of Agency Coordinating Body for Afghan Relief (ACBAR), Afghan Women Network (AWN), civil society Empowerment Network (CEN) at the national level.

It’s mentionable that STARS is the only women-focused organization in Afghanistan, working in DRR sector. STARS is a member of the Asian Disaster Risk Reduction And Response Network (ADRRN) since 2006. In addition, STARS attended many South Asia Initiative to End Violence against Children (SAIEVAC) meetings which is Apex body of SAARC at the international level.

Job Requirements:

bachelor degree Business administration, environment,  
4 years of relevant experience
Good project management skills
Fluent in English, Dari & Pashto written and spoken
Computer skill in MS. Office packages
Good understanding of program development areas is preferable
Self-initiative
Good interpersonal skill and team building spirit

4 years’ relevant experience.
