Position Summary

The Recruitment Manger will be responsible for the devolvement and the maintenance of high-quality recruitment processes and standards, compliance with relevant laws and regulations. The Recruitment Manager brings full-cycle recruiting experience and collaborates with managers to identify and fill current and future hiring needs while also building recruiting capacity and systems across teams.

Responsibilities include:

  • Perform all recruitment cycles to fill vacancies for open positions both national and internationally.
  • Provide excellent customer service to candidates, hiring teams and managers, communicate regularly on candidate pipeline and status, identify creative solutions to staffing challenges, navigate compensation, work authorization and logistical issues affecting recruitment with managers.
  • Direct recruitment department operations and improve department performance, including annual work planning, workforce planning, and performance reporting.
  • Supervise the recruitment team communicating clear performance goals and standards, offering regular performance feedback, coach, mentor, and facilitate professional growth opportunities and constantly build their capacity;
  • Conduct training, give guidance, and advise recruitment staff on recruitment processes and procedures.
  • Oversee, track, monitor, manage and report on all openings across AUAF.
  • Establish a strong rapport with Hiring Managers to develop staffing strategies to fill all vacancies in a timely manner.
  • Work with recruitment team to recommend and negotiate compensation for new hires, including allowances and benefits.
  • Collaborate with HR team to establish systems and processes, offering recommendations for competitive compensation packages within AUAF’ compensation structure.
  • In consultation with finance and AUAF management team determine salaries for selected candidates and prepare employment offer.
  • In collaboration with the Director of HR design and implement recruitment action plan to attract diverse pools of candidates for all levels of positions and throughout AUAF.
  • Champion diversity recruiting and engage fully and consistently internally and externally to attract and retain top talent across new and under-represented groups.
  • Establish and manage various rosters for national talent particularly in key functions.
  • Ensure staff hiring is conducted efficiently and in compliance with AUAF’s policies and national labor law. Ensure a transparent, timely and efficient recruitment process.
  • Ensure pre-employment requirements are submitted and personnel file with documentation according to HR checklist is opened for new staff on a timely basis.
  • Oversee the background and education check process to ensure all steps are followed and to include improvements.
  • Work with the Director of HR to develop and conduct tailored recruitment training to AUAF staff on different recruitment topics.
  • Provide training and briefings to the selection/interview panels on the recruitment and selection rules and regulations, processes and procedures.
  • Maintain confidentiality and transparency at the highest level throughout the recruitment process.
  • Ensure that all new staff have undergone and efficient orientation program.
  • Maintain and regularly update HR Director with staff details.
  • Be responsible in implementation of new and existing Recruitment policies and procedures.
  • Assist Director of HR to review, update and implement the Recruitment Handbook.
  • Comply with all applicable AUAF and donors’ regulations requirements.
  • Control and supervise the proper maintenance of all recruitment files, ensuring their completeness as per the recruitment checklist and compliance with confidentiality guidelines.
  • Ensure the recruitment tracking system is updated daily by the recruitment team.
  • Perform any other job related duties as assigned by supervisor that is consistent with the nature of the job and its level of responsibility.

Job Requirements

Job Requirements:


  • Bachelor’s degree in human resources, business management or related field is required;
  • Minimum 5 years of relevant experience with different international organizations is required;
  • At least one year of management experience is required
  • Experience recruiting for USAID funded projects is highly preferred.
  • Experience with diversity recruiting is highly preferred;
  • Knowledge of labor and employment laws, organizational development and best practices is required
  • Knowledge of fair employment practices;
  • Must be fully comfortable using online applicant systems and candidate databases as a main recruitment tool.

Required Technical Skills

  • Excellent written and spoken English, Dari and/or Pashto.
  • Demonstrated ability to lead and manage staff, collaborate across teams and functions, work across differences, and build strong relationships.
  • Very strong professionalism and oral and written communication skills.
  • Strong cross-cultural communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities as well as across work areas;
  • Ability to work well in a cross-cultural environment and building Relationships Across Work Units
  • Demonstrated integrity, critical thinking, judgment, and respect for others.
