Job Description:The National Water Affairs Regulation Authority is seeking to engage a qualified national Resettlement Officer to support the team in Project implementation Unit (PIU) responsible for implementing the ADB funded of AIWRDP and overlook all activities of consultants and companies related the AIWRDP. The PIU is currently in the stage of procuring the consulting services for detailed design and implementation support consultant. Design and preparation of tender documents is being carried out for civil works of dam and irrigation projects. Specific tasks to be undertaken by the Resettlement Officer include, but shall not be limited to:

  • The Resettlement officer will be working under the direct supervision of Head of PIU to ensure compliance with ADB’s Safeguard Policy statement and Government Land Acquisition law and requirements. The Resettlement officer will ensure selected projects comply with the requirements and procedures stipulated in relevant documents, including but not limited to ADB Safeguard Policy Statement (2009) and Afghanistan Land Affairs regulation law and Land Acquisition Law. As member of the PIU, social safeguard/resettlement unit, the incumbent will support the Head of PIU and CPMO Director, in the implementation of the LARP. Specifically, he/she will be responsible for the following tasks, Undertake a full census and inventory of lost assets (in terms of loss of residential houses, agricultural land and non-land assets; or less of access to current income-generating activities, including impacts caused by permanent or temporary acquisition) of affected people and a baseline socioeconomic survey of the affected populations; determine the scope and magnitude of likely resettlement effects’ and list likely losses of households, agricultural lands, business and income opportunities, as well as affected communal assets and pubic building; Implementation and monitoring of LARP Prepare an entitlement matrix listing all likely effects, both of permanent and of temporary land acquisition, and to determine the replacement costs of all categories of losses; and prepare an indicative budget for land acquisition and resettlement costs with specific sourcing and approval process Organize and conduct consultations session with affected persons (APs) to ensure that the all safeguard issues including land asset and non-asset impacts, entitlement matrix and safeguard requirement have been fully discussed and agreed Ensure consultations are done with stakeholders – including private sector and local farmer’s groups as well as communities, to elicit the views of both male, and female stakeholders, information dissemination, including in local languages; and document the discussions from consultative meetings and interviews; Develop a clear scheduled action plan for the implementation of the LARP (s). Assist in preparation of Land Acquisition and Resettlement Plan (LARP) and Due Diligence Report (DDR) for each of the subprojects selected for preparation and design accordance with SPS, the Land affairs regulation Law, the Civil Code, and relevant national laws and decrees. Ensure that an easily accessible GRM (Grievance Redress Mechanism) is established and functional. Develop smooth reporting mechanisms and working relationships with all relevant staff of CPMO and address whenever serious social issues arise in the field, Assist as needed with LARP related process as government approvals and disclosure to Aps through information booklet and conducting meetings; and Undertaking field missions and providing counselling to individuals as required. Maintains collaborative relationships within the Department Works effectively with diverse colleagues in own and other Divisions and Departments. Any other task assigned by the supervisor.

Background

About C_PMO/NWARA:Asian Development Bank (ADB) has agreed to make a grant [Grant Number 0655/0656-AFG] to the Islamic Republic of Afghanistan IRoA) from ADB’s Special Funds for the purposes of the Arghandab Integrated Water Resource Development Project as per the Grant Agreement dated 25 September 2019 between IRoA and ADB. Ministry of Finance (MOF) is the executing agency (EA) for the project, National Water Affairs Regulation Authority (NWARA) is the implementing agencies supported by a Central project management office (CPMO) for each. The project Implementation Unit (PIU) is headed by a Project Head to oversee the management. National Water Affairs Regulation Authority has established a Project Implementation Unit (PIU) in Kandahar under the Directorate of Central Project Management Office (CPMO) to undertake the activities related to the Arghandab Integrated Water Resources Development Project. So, NWARA wants to hire national experts to implement the project according to the prepared work plan and norms.

Job Requirements

Bachelor’s degree in Environmental Science, social sciences, Civil Engineering, Agriculture, or other relevant fields, Advanced degree (MSc) in one of the above mentioned fields will be preferred, Minimum of 4 years of relevant experience (with BSc) or 3 years of relevant experience (with MSc) in the areas of resettlement and safeguards works, or related area, project administration and social impact analysis in similar organization. Familiarity with ADB Safeguard policy and Afghanistan Land affairs management law and land acquisition law. Demonstrate integrity and fairness; honest and complies with ADB rules, regulations and code of conduct. Excellent communication skills Knowledge of English Language, written, Reading and Speaking is required. Knowledge of Computer Based Programs in Ms. Excel, Ms. Word and etc.
